11、cadres in enterprise development in theC15片石混凝土挡土墙一、工程概况(一)工程简介本C15片石混凝土衡重式挡土墙位于邻水县环保局办公楼河堤旁,全长140m,沿线路方向每10米设置一道伸缩缝,缝宽0.02米,内塞沥青麻筋。排水沟的侧沟与挡墙同时砌筑。墙身高出侧沟以上,每隔2.0米设置泄水孔,泄水孔采用0.1m的PVC管,管后用透水土工布(400g/m2)包裹。挡土墙后设置0.5米厚的砂夹砾石反滤层。挡土墙基础底铺设0.2米厚的碎石垫层。(二)工程地质情况施工地点属华西南层区。广泛分布有第四系全新统堆积层,下部为第四系上更新统沉积层,以粘性土和粉细沙为主
12、。沿线工程地质条件较差的是上部第四系全新统粘性土。由于沉积时代新,固结程度较低,局部地段有软土层。二、施工组织机构及各部门职责为保证本工程质量优质标准,确保业主提出的工程阶段性工期目标,保证工程施工的安全进行。本工程将采用项目法进行施工,并严格按照ISO9001:2000质量体系标准进行管理。我单位拟成立在C15片石混凝土挡墙施工方面有丰富经验的管理、技术人员组成的项目经理部作为施工的组织机构,全面负责本工程的施工管理与经营管理,并配备齐全各类专业技术人员、技术工人来承担本工程施工任务。拟组成的项目部组织形式详见 “施工组织机构图”,各职能部门职责如下:1、项目经理项目经理是本项目工程施工的第
13、一负责人,负责建立健全质量保证体系,建立和实施安全生产责任制,针对当地有关部门对环境保护的要求建立和实施环保责任制。确保各项安全活动的正常开展。并负责按批准的施工计划,全面组织实施,根据工程进展情况适时调整资源配置,确保质量目标、安全目标和阶段、整体工期目标的实现。2、项目副经理项目副经理,主抓日常具体施工生产,是安全质量生产直接负责人,在施工生产中严把安全质量关,抓好施工中安全质量工作,落实安全质量生产责任制;主抓施工生产计划的落实,处理施工过程中出现的具体问题;并负责处理项目部中的一些日常工作。3、项目总工程师对本项目工程技术、计量检验负全面技术责任,负责工程项目施工方案制定与组织审核,督
14、促检查各项质量计划的实施。组织有关人员学习各种质量、安全管理文件和当地有关部门关于环境保护的各种规定,协助项目经理建立质量、安全、环保管理体系。4、工程部负责审核施工图纸,进行施工测量,在建议性施工组织基础上编制优化、细化的实施性施工组织设计;负责本工程检验、试验、计量及不合格品的检验控制,按检验评定标准对施工过程实施监督并对检验结果负责;根据现场试验资料,提供混凝土、砂浆配合比等试验数据,并在施工过程中提出修正意见并监督执行。负责工程项目的施工过程控制,编制竣工资料和进行技术总结,组织实施竣工工程保修和后期服务。5、计划财务部计划财务部内设合约工程师一名,负责对本工程项目承包合同的拟定、实施

21、作,负责党政、文秘、工作制度颁布、宣教、治安、后勤保障、接待及征地拆迁、对外关系协调等工作。设一名专职人员负责文明施工,同时负责施工过程中的环境保护管理和工地卫生工作9、施工作业队针对本工程施工的特点及工期要求,拟成立C15片石混凝土挡墙施工作业队,土方机械作业队,将在本工程中按不同专业相互配合进行施工作业,共同负责本工程内的全部工程项目的施工。土方机械作业队10人:配备挖掘机、自卸汽车、装载机等大型机械,主要负责基坑土方开挖及外运。基底加固作业队10人:负责水泥搅拌桩施工。主体施工作业队20人:负责本挡墙工程模板打磨、除锈、刷漆、安装、加固及拆除;负责混凝土浇筑、养护、伸缩缝的制作。 三、施
22、工协调及施工准备(一)施工协调 1、与业主的协调(1) 配合业主搞好工程施工前期的征地、拆迁等准备工作,尽早创造施工条件,及时组织施工队伍进场施工。(2) 按时参加业主组织的工程协调会,按期完成各项配合工作。2、与设计单位的协调(1)严格按照图纸施工,并向设计单位提供优化设计的建议,未经设计同意,不随意变更设计。(2)对施工图中出现的问题,及时向设计单位及业主和监理汇报,并向设计提出咨询意见,办理设计变更后方可进行施工。(3)由项目经理部积极协助设计单位解决施工中出现的临时问题,做好配合工作。 3、与监理工程师的协调 在施工过程中,严格按照经业主及监理工程师批准的施工组织设计进行施工和质量管理
23、。在班组“自检、互检、交接检”和质量技术部门专检的基础上,主动接受监理工程师和质量监督部门,配合监理工程师做好施工质量检查工作,并按照监理工程师的要求进行整改,使工程在保证质量前提下如期完成。4、与地方政府、交通等部门的协调积极与地方政府、交通、环保、卫生等部门联系,主动争取地方政府部门的配合和支持,配合地方政府作好施工区域内的治安、环保工作。特别是在交通方面,及时和他天津市交通局等交管部门接洽和联系,做好交通疏导工作,切实做到施工和通行两不误,确保施工的顺利进行。(二)施工准备1、技术准备(1)施工图纸审查与现场核对,编写审核报告。(2)编写实施性施工组织设计,明确分项工程施工方案及重点工序
