21、现有技术水平的前提下,结合类似工程施工经验及机械设备能力、技术装备水平而编制的;以期达到组织实施连续、均衡、经济、协调,合理而最低限度地配置施工现场,保证施工生产的需要,避免频繁调动,尽量重复使用机械设备、周转性材料、机具,避免因施工组织不当造成停工待料,合理减少临时设施费用。1.2编制范围本施工组织设计方案的编制范围为本合同段合同任务。1.3编制依据1.3.1合同文件,包括两阶段施工图设计、中标通知书、合同协议书及指导性施工组织设计等。1.3.2交通运输部颁发的公路工程路基、桥涵等施工技术规范等有关文件资料。1.3.3现场调查资料。1.3.4本公司拥有的科技成果、工法成果、管理水平、现有的技
22、术装备力量和多年积累的公路施工经验。1.4编制原则1.4.1遵循合同文件各项条款的原则。1.4.2遵循设计和质量评定要求,正确组织施工,保证施工质量、进度等符合合同要求。1.4.3坚持合同文件中技术规范的原则,确保产品使业主满意。1.4.4坚持实事求是的原则,根据本单位的施工能力,确保施工组织安排的可行性、经济性、均衡性、科学性。1.4.5充分发挥机械化、专业化的施工优势原则,配备最有经验的管理人员和专业技术较高的技术人员,组成强有力的施工组织机构,形成施工组织管理核心层。并且全面负责工程安全、环水保、质量、进度,保证人力、物力和财力的合理分配等,直接对建设单位和监理单位负责,对工程负责。1.
