1、硕士学位论文深圳市环卫服务外包合作管理效果的影响因素及改进对策研究 申请人:学科领域:公共管理硕士(MPA)指导教师:2013年6月论文题目:深圳市环卫服务外包合作管理效果的影响因素及改进对策研究 1学科专业:公共管理申请人:指导教师:摘 要在地方政府治理改革的背景下,公共服务外包逐渐成为公共服务供给的重要方式。环卫服务作为较易市场化的公共服务项目,率先开始了外包实践。深圳市作为国内最早进行环卫服务外包的城市之一,取得环卫服务外包成功的同时,也面临着影响外包发展的一些问题。本文通过对深圳市环卫服务外包合作管理效果的影响因素进行研究,分析探讨如何解决深圳市环卫服务外包发展中的问题,对提升深圳市环
2、卫服务外包效果,改进环卫服务外包工作,丰富和充实我国公共服务外包实践研究具有积极意义。首先对环卫服务外包相关概念进行了界定,系统的梳理了国内外环卫服务外包合作管理及效果方面的文献研究。对深圳市环卫服务外包进行深入调研,立足于深圳市环卫服务外包合作管理现状,对深圳市7个行政区24家政府和服务商企业的访谈资料的扎根译码,及421份有效调查问卷的统计分析,识别和分析出了影响合作管理效果的五个影响因素。根据影响因素的相关分析,发现了影响深圳市环卫服务外包合作管理效果的问题及原因,最后,综合上述分析结果提出了进一步改进深圳市环卫服务外包合作管理效果的对策建议。通过研究分析得出:(1)外包合作管理效果的影
3、响因素为:合同适应性、激励机制、协调能力、资源投入、服务积极性。(2)根据以上研究发现并分析了影响深圳市环卫服务外包合作管理的问题及原因(3)本文给出了进一步改进深圳市环卫服务外包效果的具体实施建议,从多方面保证公共服务外包达到良好的合作管理效果,促进公共服务外包顺利实施。关 键 词:公共服务外包;环卫服务外包;合作管理论文类型:应用研究 本研究得到 资助。49ABSTRACTTitle: Influence Factors and Countermeasures Research of the Cooperation Management Effect of ShengZheng Sanit

The sanitation service which is more easily market-oriented firstly began outsourci
5、ng practice.Shenzhen as one of domestic cities first implementing sanitation service outsourcing has achieved obvious results,but also faces some problems.This paper through to the influence factors of Shenzhen sanitation service outsourcing co-management study,analyze how to solve the problems of o
6、utsourcing practice.And it has a positive meaning to further improve the effect of outsourcing co-management, enrich and substantiate our public service outsourcing practice research.Firstly, based on the literatures analysis, this paper defines the concept of sanitation service outsourcing, and rev
7、iew the relevant domestic and foreign researches. Based on the co-management status of Shenzhen City Sanitation Service Outsourcing, though rooted decoding of interviews with 24 government departments and service providers in seven Shenzhen districts, and by statistical analysis of 421 valid questio
8、nnaires, identify five influential factors of outsourcing co-management effect. Based on the analysis of influencing factors, found the causes of problems in co-management effect. Finally, this paper gives the the countermeasures and suggestions to further improve the co-management effect of Shenzhe
9、n City Sanitation Service Outsourcing.Through research analysis, the conclusions of this paper were as follows : (1) Influencing factors of Outsourcing co-management effect: adaptability of the contract, incentives, coordination, allocation of resources, services enthusiasm. (2) Reasons of problems
10、in Shenzhen Sanitation Service Outsourcing Cooperation management.
