1、 C C S 通 函 Circular 中国船级社 营运入级检验处(2005 年)通函第 011 号总第 295 号 2005 年 9 月21 日(共 3 页) 发本社全体船舶验船师,ISM 审核员,有关船东和管理公司 关于伯利兹国际商船注册处提高安全标准的要求关于伯利兹国际商船注册处提高安全标准的要求 为了进一步提高伯利兹旗船舶的安全标准, 减少不必要的港口国滞留, 伯利兹国际商 船注册处(IMMARBE)对船舶 PSC 滞留后的检验、PSC 检查有缺陷但未被滞留的检验、 缺陷的报告和纠正、ISM 审核和换证检验展期等方面作出了明确规定。现将有关内容摘 录如下,请验船师和 ISM 审核员在相
2、关的检验/审核中遵照执行。 1. 船舶被滞留后的检验船舶被滞留后的检验 1.1. 当伯利兹旗船舶被滞留,应 IMMARBE 或 PSC 机构要求我社验船师登轮时,总部 营运入级处将指派验船师登轮检验,检验范围不应只局限于 PSC 开列的项目。 1.2. 若船舶滞留发生在法定检验(换证检验除外)3 个月时间窗口内,则相关法定检 验须在开航前完成。 1.3. 若船舶滞留发生在换证检验到期日的前 3 个月时间窗口内,则应在尽实际可能的范 围内进行换证检验的项目,但设备安全和无线电的换证检验必须在开航前完成。船 东应制定在下一方便港口完成全部换证检验的时间表,完成时间不得超出上述的时 间窗口。 1.4
3、. 若船舶滞留日期不在法定检验3 个月时间窗口内,验船师在检验中消除了 PSC 缺 陷外,还应进行一次包括附件 2 所列项目在内的全面检查(ILO 项目) ,并完成 RA (ISM)-1 要求的问题调查。然后,验船师运用专业判断来决定是否需要进行更进 一步的检验。 1.5. 当验船师认为需要进行更进一步的检验时,则检验范围应至少为设备安全换新检验 和其它法定证书的年度检验。完成检验后执行检验单位应增寄一份检验报告给总部 CD Circ. 295, 1/3 营运入级处,营运入级处审核满意后转寄伯利兹主管机关。 2. 经经 PSC 检查发现缺陷(船舶未被滞留)后的检验检查发现缺陷(船舶未被滞留)后
4、的检验 2.1. 基于主要 PSC 备忘录对伯利兹船旗船舶检查和发现缺陷情况, 伯利兹主管机关每周 对其船队 PSC 情况进行评估和风险分析,并决定是否需安排进一步的调查。 2.2. 根据风险分析结果,伯利兹政府要求我社登轮做进一步调查时,总部营运入级处将 指派验船师登轮。验船师按照第 1 条“船舶被滞留后的检验”执行检验。 3. 缺陷的报告和纠正缺陷的报告和纠正 3.1. 当船舶被伯利兹主管机关提出了缺陷、 或伯利兹主管机关收到 PSC 滞留报告提及的 缺陷,伯利兹主管机关将会通知我社。总部将指派验船师登轮,核实船舶是否按照 计划消除了缺陷。 否则我社应与 IMMARBE 技术部门联系以确定
5、下一步所采取的措 施。 4. ISM 相关要求相关要求(A 为审核员的要求,S 为验船师的要求) 4.1. (A)当船舶发生滞留且 PSC 检查报告中明显表明存在 ISM 严重不合格时,如果 SMC 证书由本社签发,则总部认证处将指派 ISM 审核员登轮,对该轮的 ISM 体系 进行附加审核,附加审核的范围: 4.1.1. (A)如果严重不合格是在初次/换证审核日期后 12 个月内,或在换证审核日期前 6 个月内发现的,审核范围则等同于船舶初次审核; 4.1.2. (A)如果严重不合格是在初次/换证审核日期后 12 个月以外,或在换证审核日期 前 6 个月外发现的,审核范围则等同于船舶中间审核
6、。 4.2. (A) 如果在船上审核期间, 审核员认为发现的问题同样存在于公司的 ISM 体系中, 应将有关情况通知总部认证处,对于 DOC 由本社签发的公司将对公司进行附加审 核,审核的范围等同于公司年度审核;对于 DOC 非本社签发的公司,总部将把有 关情况通知船旗国。 4.3. (S)如果滞留报告中没有明显表明存在 ISM 不合格,则验船师应按照第 1 条“船 舶被滞留后的检验”执行检验。 4.4. (S)对于船级是 CCS,但不是本社签发的 SMC 证书的情况,登轮验船师应按照 RA(ISM)-1 的要求对船舶进行调查并填写报告,必要时填写 RA(ISM)-2 报告, 检验后连同检验报
7、告一起寄送总部,总部将把相关报告通报 IMMARBE 技术部门。 4.5. (A)对于船级不是 CCS,但由我社签发 SMC 证书的情况,当拥有船级的船级社 CD Circ. 295, 2/3 将发现的问题通知我社时,总部认证处在评估了这些问题后,认为有必要对船舶进 行附加审核时,将把有关情况通知伯利兹主管机关和相关船级社,并尽快安排对船 舶 ISM 进行附加审核,审核结果也将通知伯利兹主管机关和相关船级社。 4.6. (S, A) 对于船级和 ISM 认证组织均是 CCS 的船舶, 登轮验船师应按照 RA (ISM) -1 的要求对船舶进行调查并填写报告,必要时填写 RA(ISM)-2 报告
8、,检验后连 同检验报告一起寄送总部,总部认证处如认为有必要对船舶进行附加审核时,则将 有关情况通知 IMMARBE 技术部门,并尽快安排对船舶 ISM 体系进行附加审核, 审核结果也将通知主管机关。 4.7. (A)如果一艘船舶在 1 年内被滞留 2 次,则应对船舶 SMS 和公司进行附加审核, 船舶附加审核范围等同船舶中间审核,公司附加审核范围等同年度审核范围。 4.8. (A)对船舶和公司所做的任何附加审核及其审核结果,我社认证处均应事先通知 IMMARBE 技术部门。 4.9. (A)当公司船队中被 PSC 滞留的船舶所占比例较大时,IMMARBE 技术部门将决 定船舶、公司附加审核范围
9、和程度。 5. 换证检验的展期换证检验的展期 5.1. 伯利兹主管机关仅考虑特殊情况下的换证检验展期的申请。 5.2. 除非换证检验已经开始并进行了足够范围的检验,否则换证检验的展期不予考虑。 IMMARBE 技术部门仅考虑不可抗力因素的展期。 6. These are a complement to any authorizations given in the past to Recognized Organi
11、zations. All terms used are as defined in international conventions for the implementation of which relevant authorizations have been given to Recognized Organizations. 1. SURVEYS AFTER A PSC DETENTION 1.1. When a Belizean flag ship is detained and the RO is called to attend either by IMMARBE or PSC
12、, the surveyor of the RO shall not limit the inspection to the deficiencies noted by the Port State Control. 1.2. If the date of the detention falls within the 3 months window for statutory surveys other than the renewal surveys, they shall be completed before the ship sails. 1.3. If the date of the
13、 detention falls within the 3 months prior to the due date of the renewal surveys, they shall be conducted to the extent possible before the ship sails, except for safety equipment and radio, which shall be completed. A time schedule for the completion of surveys at the next convenient port shall be
14、 set and their completion shall not be delayed until the end of the window. 1.4. If the date of the detention does not fall within the 3 months window for statutory surveys, the RO surveyor, after clearing the PSC deficiencies, shall carry out a general examination of the vessel including the items
15、listed in Appendix 1 and shall complete the questions listed in Appendix 2. Then using professional judgment the surveyor shall decide if any in-depth survey is required. 1.5. In cases where the surveyor deems that in-depth surveys are required, a safety equipment renewal survey and annual surveys f
16、or the other statutory certifications are to be carried out. The RO shall send to the Belize Administration copies of the reports on such cases. 18、ION WHERE THE DEFICIENCIES FOUND DID NOT WARRANT DETENTION 2.1. The Belize Administration performs a weekly fleet PSC assessment where the vessels inspected and found with deficiencies under the mayor MoUs go through a risk analysis to decide whether the case warrants further investigation. 2.2. In
19、the cases where the RO is called to attend as a result of the risk analysis made by the Belize Administration, the RO shall proceed following the same guidelines as for the case of a PSC Detention (1). 3. REPORTING AND RECTIFICATION OF DEFICIENCIES 3.1. Deficiencies cited by the Belize Administratio
20、n or in PSC detention reports received by the Belize Administration will be communicated to the relevant RO(s) performing statutory certification of the ship and the latter are to verify that the deficiencies are rectified according to a set schedule. Otherwise the RO is to contact the Technical Dep
21、artment of IMMARBE for a decision on the action to be taken. 4. ISM 4.1. Where a ship has been detained and the PSC inspection report explicitly references an ISM major non-conformity, an auditor of the auditing organization shall board the vessel and perform an additional audit of the vessels Safet
22、y Management System, SMS. The extent of this additional audit should be: 4.1.1. Equivalent to the mandatory initial audit of the shipboard part of the SMS, in case the major non-conformity is identified within twelve months or less from the date of the initial/renewal audit or less than six months p
23、rior to the renewal audit, or 4.1.2. Equivalent to the mandatory intermediate audit of the shipboard part of the SMS, in case the major non-conformity is identified twelve months or more from the date of the initial/renewal audit or more than six months prior to the renewal audit. 4.2.
