7、andard requires review by ANSI that the requirements for due process, consensus, and other criteria for approval have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards Review, substantial agreement has been reached by directly and mate
8、rially affected interests. Substantial agreement means much more than a simple majority, but not necessarily unanimity. Consensus requires that all views and objections be considered, and that a concerted effort be made toward their resolution. The use of American National Standards is completely vo
9、luntary; their existence does not in any respect preclude anyone, whether he has approved the standards or not, from manufacturing, marketing, purchasing, or using products, processes, or procedures not conforming to the standards. The American National Standards Institute does not develop standards

15、not part of American National Standard X3.45-1982.) This standard presents a character set for handprinting and supporting specifications and recom- mendations for its use in Optical Character Recognition (OCR) systems and in man-to-man com- munications, A broad range of applications and internation
16、al considerations are included. The character set was developed by a group of experienced specialists representing users and manufacturers of Optical Character Recognition equipment. Important contributions relating to handprinting and reading were made by experts in human factors. This standard is,
17、 in part, an outgrowth of earlier work that was done on man-to-man communications by Subcommittee X3 6.3 of American National Standards Committee on Information Processing Systems, X3. Liaison was established with European Computer Manufacturers Association Technical Coni- mittee 4, and comments wer
18、e received from them. This standard is a revised version of the American National Standard Character Set for Hand- printing, ANSI X3.45-1974. The original character set remains unchanged with the exception of the Yen symbol. The Yen character was redefined in conjunction with the Japanese Industrial
19、 Standards Committee on OCR. Suggestions for improvement of this standard will be welcome.
