Consensus is established when, in the judgmen
4、t of the ANSI Board of Standards Review, substantial agreement has been reached by directly and materially affected interests. Substantial agreement means much more than a simple majority, but not necessarily unanimity. Consensus requires that all views and objections be considered, and that a conce
5、rted effort be made toward their resolution. The Payments System Development Committee (PSDC), which was formed in 1999 and was chaired by Roger Ferguson (Vice Chairman of the Federal Reserve Board) and Cathy Minehan (President of the Federal Reserve Bank of Boston), has been worki
