2、r approval have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards Review. substantial agreement has been reached by directly and iiiaterially affected interests. Sub- stantial agreement means much more than a simple majority. but not n
3、ecessarily unanini- ity. Consensus requires that all views and objections be considered, and that a concerted effort be made toward their resolution. The use of American National Standards is completely voluntary; their existence does not in any respect preclude anyone, whether he has approved the s
4、tandards or not, from nian- ufacturing, marketing, purchasing, or using products. processes, or procedures not con- forming to the standards. The American National Standards Institute does not develop standards and will in no cir- cumstances give an interpretation of any American National Standard.

This new standard was originally prepared by a working group of the EEE Synchronous Machines Subcommittee of the Rotating Machines Committee.
11、It was circulated and approved by the subcommittee in 1988. It was letter-balloted and approved by Subcommittee C50.1 on Synchronous Machines and the C50 Committee on Rotating Electrical Machinery. Suggestions for improvement of this standard will be welcome.
