1、ACRP Problem No. 10-02-22 Recommended: Yes Climate Change Adaptation and Preparedness Planning ACRP Staff This problem statement is very broad and ancillary elements of this scope are also included in other ACRP research, such as ACRP project A02-06, Preparing Airport Greenhouse Gas (GHG) Emissions
2、Inventories. However, ACRP has not yet conducted research on a comprehensive compilation of climate change adaptation strategies. The scope is also similar to problem statement 10-02-19. TRB Aviation Group Environmental Impacts of Aviation Cmte: A timely project that will produce no significant resu
3、lts, meaning that while the project is worthwhile, the results will be questionable. But this does not mean that the project should not be conducted. It should be viewed as the first step. The funding level and timeframe seem adequate for a first step only (but as currently written, it may be overam
4、bitious for budget, duration, and scientific baseline data that is available.) Panel for Future Finance & Business Strategies Emphasis Topic is important and needed to assess future business strategies in relation to long-term climate impact. Output is practical guidance, available resources, and a
5、collection of current practice, and concise educational information that is directed more to airport CEOs. The scope should also show relevance to airport finances and business strategies. Panel for Environmental Emphasis The Environmental Panel expressed support and recommends this problem statemen
6、t for the FY2010 ACRP research program. The problem statement topic has interest with some adjustments. The Environmental Panel would prefer to see a broader scope that discusses potential impacts and practical responses, in generalities, with intent to educate airports. ACRP Screening Panel A high-

8、g FY2010 Focus Area: Research Problem Statement: Although mitigation of climate change through the reduction of greenhouse gas (GHG) emissions is a top priority for the global community, it is also important to begin discussions and planning for projected impacts. Because carbon dioxide, the most pr
9、evalent GHG, has a relatively long lifespan and is already present in the atmosphere at unprecedentedly high levels, the scientific community has reported with high confidence that we are already locked in to various impacts resulting from unavoidable climate change, including increased severe weath
10、er and storm surge, sea level rise and heat-related infrastructure damage. As such, an emerging field of study is climate change adaptation and preparedness planning, which is focused on readying the global community to respond to the projected impacts while minimizing costly infrastructure repair a
11、nd replacement. Climate change adaptation and preparedness planning is especially pertinent for the airport industry because their operations have heightened sensitivity to adverse weather conditions and infrastructure damage. Objective: The objective of this research is to compile information regar
12、ding projected climate change characteristics for different areas of the country, highlight anticipated impacts, and provide a list of action items that airports can begin implementing and planning for immediately to combat these impacts. In addition, the research should provide a process that airpo
13、rts can use to conduct a risk assessment and vulnerability study to decide which actions are most appropriate for their facility. Research Proposed: The following research components are proposed: 1) Synthesize existing climate model data to summarize potential changes in climate for different geogr
14、aphic sectors of the country. Include confidence levels for each projected change. For example, it is currently projected with high confidence that the Northeast is likely to experience more frequent and intense rain events while the southwest is likely to experience prolonged drought conditions. 2)
15、 Compile a list of data resources that airports can refer to in the future to gain access to updated information on projected changes to their climate. 3) For the identified potential changes in climate, analyze impacts to airport infrastructure and operations. 4) Rate each potential impact using cr
16、iteria such as replacement and/or recovery costs, increased maintenance costs, and potential for airport closure or delays. 5) Provide a list of action items that can be undertaken to respond to the potential impacts. 18、ng: $400,000 - $500,000 Research Period: 15-24 months Urgency and Payoff Potential: It is widely accepted that we are already experiencing impacts due to changes in our climate that are a direct result from anthropogenic emissions of GHGs. Providing information that will assist airports in preparing
19、 for these and future impacts with streamline their responses to the projected changes in climate. In addition, there is potential for each airport to save millions of dollars by preparing and adapting to the project impacts to limit disruptions in operations and minimize the replacement and repair
