The scope of this p
2、roblem statement appears to be a logical continuation from ACRP project A03-10, Innovative Approaches to Addressing Aviation Capacity Issues in Coastal Mega-Regions and ACRP Synthesis 5, Airport Ground Access Mode Choice Models. 3、ch into ways to enhance the role of metropolitan planning organizations in airport system planning and better integrate airport planning into regional transportation and land use planning is sorely needed. The proposed project could provide a valuable resource to complement the FAA Advisory Circular
4、 on Airport System Planning. However, the proposed schedule is too aggressive for the level of detailed information gathering, analysis, and review required. Research Problem Statement There are important opportunities to i
6、mprove aviation system capacity and airport operations by embracing more collaborative regional approaches to airport planning. Particularly in major metropolitan regions, proactively seeking ways to use commercial airport capacity more efficiently will be important to maintaining the viability of a
7、ir travel while accommodating forecasted growth in demand for air travel. To do so will require airport managers and governing bodies to think beyond their traditional fence lines and seek options for more effective managing passenger demand among multiple airports and multiple modes. Facilitating r
8、egionalscale collaboration is a traditional and wellestablished role for MPOs. MPOs can offer airport managers truly regional perspectives on planning, data, and analyses on travel behavior and demand in a geographically broad area and a neutral “table” at which airport managers and other key stakeh
9、olders can sit to work through coordination options and opportunities. MPOs may also be in a logical position to lead or facilitate analyses of travel patterns and traveler choice among multiple airports in concentrated geographic areas, which could assist viation planning in a way that serves airpo
10、rt needs, passenger needs and a metropolitan vitality. To these ends, there is a need to provide guidance and practical advice for airport operators, as well as MPOs and the FAA, regarding options and opportunities for integrating airport planning with metropolitan transportation planning. I II. Obj
11、ective This research project will produce a guidebook (or other similar document) on integrating airport planning with metropolitan planning through enhanced communication, collaboration and cooperation. The guidebook will focus on establishing and improving partnerships between airport operators an
12、d MPOs to more effectively coordinate and integrate the metropolitan transportation planning and airport planning processes.
