3、T April 10, 2009 A AC CR RP P Problem Number Problem Number 10-03-29 I. PROBLEM TITLE Economic Dimensions of Airport Land Use Compatibility Case Studies II. RESEARCH PROBLEM STATEMENT The development of incompatible land uses in the vicinity of the nations airports is a longstanding problem that has
4、 been difficult to address successfully. Traditionally, the aviation industry has viewed this challenge as a technical problem, requiring improved information and guidance for airports and local governments to better manage land development near airports. Increasingly, it is coming to be understood
5、as a political and policy problem. A better understanding of the economic consequences of: (1) incompatible land uses near airports; and (2) land use compatibility plans and regulations near airports, would be a helpful contribution to the consideration of the tools needed to more effectively manage
6、 land use near airports. In fact, this improved understanding may offer insights into how policy interventions at the state or federal levels might be designed to adjust the economic and political incentives that currently appear to weigh heavily against airport land use compatibility protection. Am
7、ong the products of ACRP Project 03-03, Enhancing Airport Land Use Compatibility, was a conceptual framework for evaluating the economic impacts of incompatible land uses near airports. The next step, which was beyond the scope of ACRP Project 03-03, is to test the framework by applying it to actual
8、 cases of land use compatibility problems. III. OBJECTIVE This research is intended to test and refine the economic analysis framework developed in ACRP Project 03-03 and to produce case study evaluations of the economic impacts of both incompatible land development and land use compatibility regula
9、tions in actual airport settings in the United States. The research has two immediate objectives: 1. To demonstrate the data acquisition and analytical methods required to understand the economic dimensions of incompatible development and land use compatibility regulations. 2. To improve the underst
10、anding of the economic consequences of both incompatible development and land use compatibility regulations near airports. Both dimensions of the economic question merit study. While it is clear that incompatible land development near airports exacts substantial societal costs through subsidized noi
11、se mitigation projects, political controversy and turmoil, and increased operating costs for aircraft operators using special noise abatement procedures - the magnitude of those costs, in comparison with the societal benefits, is not at all clear. At the same time, if strengthened land use regulatio
12、ns are to become widespread and effective tools in promoting airport land use compatibility, elected officials will demand an understanding of the potential costs and benefits of those tools. Products of this research would include a report describing and interpreting the case studies. If the findin
13、gs are sufficiently robust, the study would conclude with a discussion of potential adjustments in federal or state policies that could improve incentives and outcomes with respect to airport land use compatibility. In keeping with ACRP policy, this discussion would not advocate specific policy acti
14、ons. The final results would also include refinements in the economic analysis framework developed in ACRP Project 03-03. Those refinements are anticipated to include templates and guidance that can be used by others in future economic impact studies. IV. RESEARCH PROPOSED This project would involve
