This. regulation establishes the TRADOC Saf
2、ety Program for toxic chemical agents. It implements the toxic chemical agent safety requirements of AR 385-61, AR 385-64, AR 50-6, and DA Pam 385-61. It provides policy and establishes requirements for training operations, involving toxic chemical agents, and for operations directly related to the
3、support of toxic chemical agent training including production, storage, handling, disposal, and decontamination of toxic chemical agents. Applicability. This regulation applies to TRADOC installations, activities, and schools having a toxic chemical agent/chemical surety mission. Supplementation. Su
4、pplementation of this regulation is permitted; it is not required. Supplementation requires prior approval from Commander, TRADOC, ATTN: ATOS, Fort Monroe, V A 23651-5000. 18、e goeeary. 1-4. ResponsibUties. Commanders of installations or other OrganiZatiOnS h a h g toxic chemicd agent/chemid surety missions- a. Are solely responsible for effective management of the toxic chemical agent safety program within their com- mand. They will assure that their toxic chemical agen
19、t safety program complies with the provisions of this regda- tion, AR 385-61, and DA PAM 385-61. b. In diecharging the command eafety responsibilities, will appoint a safety manager, in accordance with AR 3 8 5 10, who is occupationally qualified in aocordance with Ofice of Personnel Management stan
20、dards. The safety manager should be the single point of contact for safety at the installation for all aepects of the safety program, includ- ing management of the chemical agent safety program function. The safety manager should be responsible for providing staff oversight of chemical safety a s we
21、ll as tech- nical d e t y support and advice to the commander and staff. The safety manager should ensure safety related inspec- tions and survep are done on a periodic basis. Standing operating procedures (SOPS) and trainingleeeons/tdcs for toxic chemical agent training should be coordinated with t
22、he safety manager. c. Will develop a written toxic chemical agent safety program document as a supplement to the overall installa- tion/organization safety program document. The safety manager wi maintain a safety program for toxic chemical agente in accordance with AR 38510 and AR 385-61, to in- cl
23、ude inspections, inspection reporta, violation inventory loge, and notices of violation. d. WiU approve SOPS for a l i toxic chemical agent opera- tions. e. WU investigate and report chemical agent mishaps in accrdance with AR 38540, AR 50-6, and TRADOC SUP- plement 1 to AR 50-6. f. Include an anaip
