1、ACRP Problem No. 10-03-32 Recommended: No Geographical Orientation of Domestic and International Air Cargo Markets TRB Aviation Group Aviation Economics (2) Examine and document the relationships between (a) shippers/consignees, (b) freight forwarders and brokers; (c) airport operators, (d) airlines
2、, (e) ground delivery carriers and (f) government agencies (e.g., Customs). (3) Examine the current level of data available for defining airport catchment areas and forecasting demand for airport and ground access capacity. (4) Identify decisionmaking factors that affect traffic and service patterns
3、 including (a) airport and service type/level choice by airlines, (b) modal/route/airline choice by shippers, consignees and their agents and (c) distribution system design by forwarders, logistics and distribution companies (e.g., distribution center location). (5) Identify external factors that sh
4、ape (or could shape) cargo patterns including (a) regulatory constraints, (b) environmental policies, (c) economic, manufacturing and distribution systems, and (d) fuel, labor and other cost factors (affecting both aviation and nonaviation sectors). (6) Develop methodologies to define airport catchm
5、ent areas and forecast demand for associated airport and ground services. IV. Research Proposed The basis of this research project will be an in depth investigation of how the current patterns of (1) air cargo traffic (including ground traffic that may be subject to diversion to/from air) and (2) ai
6、r cargo services relates to underlying demand and supply factors, and provide tools to assist in projecting how the air cargo system will react to changes in those factors. In order to accomplish the objectives the following tasks must be accomplished: (1) Conduct a thorough review of outstanding li
7、terature, data sources and other relevant secondarysource documents (including airport and state/regional studies). (2) Identify and analyze data describing the geographical distribution of domestic and international air cargo traffic in terms of shipment origin/destination, ground routing and airpo
8、rt routing (including intermediate transfer points). Analysis will include identifying data sources to conduct commodity flow analysis to determine air cargo generation points within airport catchment areas. (3) Analyze how airport catchment areas are affected by airport service levels/costs (includ
9、ing airport fees) and ground access systems, as well as the impact of ground distance and efficiency in determining modal choice (for both allground vs. air movements and the selection of mode to/from airport). (4) Analyze ground distribution patterns for air cargo in terms of service types, equipme
10、nt types, truck operating patterns and volumes, and how ground access efficiency (time and cost) affects routing patterns and the impact of congestion, environmental and other restrictions. (5) Analyze factors driving the service patterns of airlines, freight forwarders, truckers and other air cargo
