3、nd other criteria for approval have been met by the standards developer. Consensus is established when, in the judgment of the ANSI Board of Standards Review, substantial agreement has been reached by directly and materially affected interests. Substantial agreement means much more than a simple maj
4、ority, but not necessarily unanimity. Consensus requires that all views and objections be considered, and that a concerted effort be made toward their resolution. The use of American National Standards is completely voluntary; their existence does not in any respect preclude anyone, whether he has a
5、pproved the standards or not, from manufacturing, marketing, purchasing, or using products, processes, or procedures not conforming to the standards. The American National Standards Institute does not develop standards and will in no circumstances give an interpretation of any American National Stan
6、dard. Moreover, no person shall have the right or authority to issue an interpretation of an American National Standard in the name of the American National Standards Institute. Requests for interpretations should be addressed to the secretariat or sponsor whose name appears on the title page of thi

X3s Technical Report Series This Technical Report is one in a series produced by American National Standards Committee, X3, Information Processing Systems. The Secretariat for X3 is held by the
9、 Information Technology Industry Council (ITI), 1250 Eye Street, NW, Suite 200, Washington, DC 20005. As a by-product of the standards development process and the resources of knowledge devoted to it, X3 from time to time produces Technical Reports. Such Technical Reports are not standards, nor are
10、they intended to be used as such. X3 Technical Reports are produced in some cases to disseminate the technical and logical concepts reflected in standards already published or under development. In other cases, they derive from studies in areas where it is found premature to develop a standard due t
11、o a still-changing technology, or inappropriate to develop a rigorous standard due to the existence of a number of viable options, the choice of which depends on the users particular requirements. These Technical Reports, thus, provide guidelines, the use of which can result in greater consistency a
12、nd coherence of information processing systems. When the draft Technical Report is completed, the Technical Committee approval process is the same as for a draft standard. This form
21、is very rigorous and exacting syntactically and, therefore, can sometimes be difficult to use to construct specific APT statements. To assist in the use of the standard without destroying its rigorousness, a tutorial has been created. It consists of explanations of selected capabilities of the langu
22、age using prose, examples, and diagrams.
