10、ommendations for the organization, staffing, operation and management of a company providing static and/or mobile guarding services and/or keyholding services on a contracted basis. The recommendations of this British Standard do not apply to cash-in-transit or secure parcel services, investigation
11、or bodyguarding services, or to store detectives or door supervisors on licensed premises. 2 Normative references The following normative documents contain provisions that, through reference in this text, constitute provisions of this British Standard. 15、nt and quality assurance standards. 3 Definitions For the purposes of this British Standard, the following definitions apply. 3.1 company organization providing contracted services for guarding premises and/or property and/or keyholding 3.2 client individual or organization retaining a company to ca
16、rry out services in accordance with an agreed contract | | | 3.3 assignment instructions operational document detailing specific contractual duties 3.4 controller person designated to manage a control room and to report any variations in the manning of an assignment 3.5 control room secure location

One key is held by the client, and another (different) key to the same premises or equipment is held
18、by the company. Both keys are required to gain access to the premises or to operate the equipment. 3.7 check call routine communication to verify the location and status of a guard or patrolman on an assignment 4 Company organization 4.1 Structure and principals The company should have a management
19、structure showing control and accountability at each level of operation. The company should prepare annual accounts, certified by an accountant or solicitor, as appropriate, with complete details of expenditure and income. Accounts should be submissible for examination. The company should, under nor
20、mal circumstances, be able to present 2 years audited trading accounts, except if starting as a subsidiary of an established company, or if staff experience and substantial backing are evident. Ownership of the company should be established and directors curricula vitae made available. Any criminal
21、conviction, discharged or undischarged bankruptcy of a principal or director of the company should be disclosed to the client on request. 4.2 Finances The company should have sufficient working capital for its requirements. The fixed capital of the company should be sufficient for current and planne
22、d needs. Loans from directors and shareholders should be loan capital, subordinated to all other creditors. 23、surance The company should possess public, contractual, efficacy and employer liability insurance cover for the business undertaken and number of persons employed, and should use only appropriately insured vehicles for its business operations. Fidelity guarantee and confirmation and limits should be
24、 available for special risks of the industry, e.g. loss of keys, wrongful arrest and products liability. 4.4 Premises The company should have an administrative office and/or operational centre where records, professional and business documents, certificates, correspondence, files, etc., necessary fo
25、r conducting business transactions, should be kept. 4.5 Sale of services When making calls to potential clients in order to promote security services, callers should identify themselves and their company, by their identification card if calling in person, and should make clear the purpose of the cal
26、l at the start of the conversation. Callers should enquire whether the timing of the call is convenient, and calls should not be made later than 21:00 unless by invitation. Telephone callers should not ask clients for details of their existing security arrangements. Misleading information should not
27、 be given, especially concerning danger from intruders. Questions from potential clients should be answered honestly and fully. 4.6 Surveys Prior to commencement of a service, the client should be offered an opportunity of a survey of the site. A survey report should be made, identifying any health
28、and safety and security risks that guards may face in carrying out the service, and presenting information useful for production of assignment instructions. Surveys should be conducted by a competent person, and records maintained showing that all relevant aspects have been considered. If possible,
29、a survey should form part of the proposal to the client. If the client declines to have a survey conducted, a letter should be obtained, or notes from a meeting with the client produced, confirming this. In these cases an assessment should be made by the company to ensure that health and safety requ
30、irements are complied with. 4.7 Drafting of contracts A clear written contract should be agreed between the company and client (see 7.2). The contract should state the terms and conditions of the work and should indicate the liabilities of the company, which should not be unlimited, other than by la
31、w, and should be insured. NOTE 1If the client is reluctant to enter a written contract, a copy of the contract should be sent to the client, with a letter stating that in the absence of indication to the contrary, the terms and conditions of the contract apply to the work. NOTE 2The contract may not
32、 necessarily be for a specified period, but may take the form of a temporary works order. The contract should be agreed and exchanged prior to commencement of work, or, in cases of immediate urgency, as soon as practicable. Confidentiality of information obtained whilst tendering for or carrying out
33、 a contract to supply a service or equipment should be ensured. Confidentiality should be ensured at the time of service and subsequently, and agreements entered into at a later time should not override this. Companies should not enter into any commitment assuming the powers and authority of the civ
34、il police. 4.8 Assignment instructions Assignment instructions should be formulated (in consultation with the client) that encompass full operational instructions for security of the site. Assignment instructions should detail emergency procedures and lines of communication and accountability, and s
35、hould be available on site at the start of the contract. Assignment instructions should be agreed with the client, and a date set for a review. Permanent alteration to the instructions resulting in changes of staff or operational requirements should be agreed between the company and client. Minor am
36、endments to the instructions should be approved by the company, and details sent to the client. Temporary alterations to the instructions should be recorded in the assignment documentation. Assignment instructions should be readily available to personnel on duty. Emergency and site information shoul
37、d be immediately available in the control room. Security staff should be familiar with instructions and operational practices, and should endorse the assignment instructions. Formal reviews of the assignment instructions should be carried out at regular intervals not exceeding 12 months. 5 Staff 5.1
38、 Selection and vetting Full pre-employment enquiries should be carried out to ensure that suitably qualified staff are recruited. A personal interview should be conducted to assess the following: a) physical ability; b) mental ability; c) reading, writing and verbal communication; d) personal docume
39、ntation (birth certificate, driving licence, passport, service records, etc.). Persons undertaking, or having access to details of, security duties should be vetted in accordance with BS 7858. Persons employed on an occasional or part-time basis should be pre-employment checked to the same level as full-time employees. Pe
41、rsons should not be employed who are simultaneously in receipt of unemployment benefits. Persons should present a medical history prior to commencement of employment, and should demonstrate good general health and mobility by undergoing physical tests. Eyesight, hearing and sense of smell should be
42、checked. Procedures should be in operation to ensure that the physical condition of persons is maintained during the length of employment. If there is a change in a persons duties, further physical tests should be performed by the person if appropriate. Persons employed for security duties should be
43、 aged between 18 years and 65 years. Persons over 65 years should undergo annual medical examinations to ensure fitness for duty. 5.2 Terms and conditions of employment Employees should receive a clear contract of employment conforming to statutory requirements. The contract should be issued within
44、eight weeks of commencement of employment and should include the following: a) the job title; b) the effective start date; c) a probationary period, if required; d) a provisional period subject to vetting, if applicable; e) pay and allowances; f) hours and days; g) leave entitlement; h) conditions o
45、f payment during absence through illness; i) pension entitlement; j) industrial injury procedures; k) the address of the company; l) equipment supplied; m) disciplinary and appeals procedures; n) terms of notice of termination of employment. Persons should not be required to work hours that may be d
46、etrimental to health or efficiency. Shifts should not exceed 12 h. The shift pattern should not exceed five separate shifts, including for persons employed on a part-time basis with other employment. Employees should not work successive shifts (an individuals shifts should be at least 8 h apart). Em
47、ployees should maintain proper standards of appearance and deportment whilst at work. | | | | | | 5.3 Breach of terms and conditions of employment Employees should be instructed that the following are regarded as a breach of the terms and conditions of employment: a) neglecting to complete a require
48、d task at work promptly and diligently, without sufficient cause; b) leaving a place of work without permission, or without sufficient cause; c) making or signing any false statements, of any description; d) destroying, altering or erasing documents or records without permission; e) divulging matter
49、s confidential to the company or client, either past or present, without permission; f) soliciting or receipt of gratuities or other consideration from any person, or failure to account for keys, money or property received in connection with business; g) incivility to persons encountered in the course of duties, or misuse of authority in connection with business; h) conduct in a manner likely to bring discredit to the company, client or a fellow employee; i) use of uniform, equipment or identification without permission; j) reporting for duty under the influence of alco
