It has been adopted na
7、tionally under the direction of the BSI Board Committee for Quality Policy (OC/16). This series of standards specifies criteria which will provide the basis for confidence in facilities engaged in testing and certification. The standards will assist the process of mutual recognition between faciliti
8、es, the development of national accreditation on a harmonized basis, and the nomination of facilities by Governments as required by European directives. A British Standard does not purport to include all the necessary provisions of a contract. Users of British Standards are responsible for their cor

18、 Group on Certification. The documents Certif. 87/15 and Certif. 87/16, prepared by two Working Groups of the Commission of the European Communities, were circulated under the common CEN/CENELEC enquiry procedure in November 1987. The comments were discussed during the Brussels meeting in June 1988
19、where it was decided to submit an updated draft split in 7 separate documents to the formal voting. The text of these drafts was approved and ratified by the CENELEC Technical Board on 13 June 1989 and by the CEN Technical Board on 23 June 1989. According to the Common CEN/CENELEC Rules, the followi
20、ng countries are bound to implement this European Standard: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxemburg, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland and United Kingdom. Foreword This European Standard has been drawn up with the object
21、ive of promoting confidence in those accreditation systems and bodies which conform to them and hence in laboratories assessed or accredited under such systems. The ILAC (International Laboratory Accreditation Conference) documentation is the main basis for this standard. In some instances those tex
22、ts required modification or clarification for European purposes. Such modifications or clarifications are the exception rather than the rule. The criteria set out in this standard should be respected by accreditation bodies in accrediting laboratories, and also as far as possible by public authoriti
23、es when designating laboratories for regulatory purposes and by any other organizations assessing laboratorie. The criteria are, above all, written to be considered as general criteria. This implies that the set of criteria may have to be supplemented when certain industrial or other sectors (e.g. h
24、ealth and safety) make use of it. 31、ollow if it is to be recognized at a national or European level as competent and reliable in the operation of a system of certification of personnel, irrespective of the sector involved. It is intended for the use of bodies concerned with recognizing the competence of certification bodies. This set
32、of criteria may have to be supplemented when applied to a particular sector. 2 Definitions For the purpose of this European Standard the following definitions contained in ISO/IEC Guide 2, edition 1986, “General terms and their definitions concerning standardization and related activities” are appli
33、cable: 2.1 certification of conformity action by a third party, demonstrating that adequate confidence is provided that a duly identified product, process or service is in conformity with a specific standard or other normative document 2.2 certification system system that has its own rules of proced
34、ure and management for carrying out certification of conformity 2.3 certification body body that conducts certification of conformity 2.4 inspection body (for certification) body that performs inspection services on behalf of a certification body The following definitions are also applicable: 2.5 ce
35、rtificate of competence document issued under the rules of a certification system indicating that adequate confidence is provided that, the named person is competent in performing specific services 2.6 applicant (for certification) person that seeks to obtain a certificate of competence from a certi
36、fication body 3 General requirements All persons seeking to be certificated shall have access to the services of the Certification Body. There shall not be undue financial or other conditions. However, the certification body may make it conditional for certification of the personnel that the certifi
37、cated persons are regularly employed in the activities for which they have been certificated, and that their training is kept up-to-date. The procedures under which the body operates shall be administered in a non-discriminatory manner. 4 Administrative structure The Certification Body shall be impa
38、rtial and shall have: a) a structure which requires the choosing of members of its governing board from among those interests involved in the process of certification without any single interest predominating. A structure that safeguards impartiality, and enables participation from all parties conce
39、rned regarding the content and the functioning of a certification system will be deemed to satisfy this criterion; b) permanent personnel under the senior executive responsible to the governing board to carry out the day-to-day operations in such a way as to be free from control by those who have a
40、direct interest in the certification to be carried out. 5 Terms of reference of governing board The governing board shall be responsible for the performance of certification as defined by this standard. Inter alia, its functions shall cover: a) the formulation of policy matters relating to the opera
41、tion of the Certification Body; b) an overview of the implementation of its policies; c) an overview of the finances of the Certification Body; d) the setting up of committees, as required, to which defined activities are delegated. 6 Organizational structure The Certification Body shall have and ma

44、ly identifying its legal status. 7 Certification personnel The personnel of the Certification Body shall be competent for the functions they undertake. Information on the relevant qualifications, training and experience of each member of its personnel shall be maintained by the Certification Body. R
45、ecords of training and on-going experience shall be kept up-to-date. Personnel shall have available to them clear documented instructions pertaining to their duties and responsibilities. These instructions shall be maintained up-to-date. When work is subcontracted to an outside body the Certificatio
46、n Body shall ensure that the personnel of the body involved with the sub-contracted work shall meet the applicable requirements of this standard. 8 Documentation and change control The Certification Body shall maintain a system for the control of all documentation relating to the certification syste
47、m and shall ensure that: a) the current issues of the appropriate documentation are available at all relevant locations; b) all changes of documents or amendments to documents are covered by the correct authorization and processed in a manner which will ensure direct and speedy action at the effecti
48、ve point; c) superseded documents are removed from use throughout the organization and its agencies; d) certificated persons and other users of its certification schemes are notified of changes. This may be accomplished by direct mailing or by issue of a periodic publication. 9 Records The Certifica
49、tion Body shall maintain a record system to suit its particular circumstances and to comply with any existing regulations. The records shall demonstrate the way in which each certification procedure was applied. All records shall be safely stored for an adequate period, held secure and in confidence to the client, unless otherwise required by law. NOTEThe question of the length of time for retention of records will require specific attention in the light of legal circumstances and recognition arrangements. 10 Certification and surveillance procedures 10.1 The Certif
