23、CC 200000:1993 iv BSI 01-2000 Foreword The CENELEC Electronic Components Committee (CECC) is composed of those member countries of the European Committee for Electrotechnical Standardization (CENELEC) who wish to take part in a harmonized System for electronic components of assessed quality. The obj
24、ect of the System is to facilitate international trade by the harmonization of the specifications and quality assessment procedures for electronic components, and by the grant of an internationally recognized Mark, or Certificate, of Conformity. The components produced under the System are acceptabl
25、e in all member countries without further testing. This specification has been formally approved by the CECC, and has been prepared for those countries taking part in the System who wish to issue national harmonized specifications for specialist processes and services related to the manufacture of e
26、lectronic components of assessed quality. It should be read in conjunction with the current regulations for the CECC System. At the date of printing this specification, the member countries of the CECC are Austria, Belgium, Denmark, Finland, France, Germany, Ireland, Italy, the Netherlands, Norway,
27、Portugal, Spain, Sweden, Switzerland and the United Kingdom, and copies of it can be obtained from the addresses shown on the blue fly sheet. General introduction Introduction The requirements for Process Approval of specialist contractors
30、 to the electronic components industry are given in RP 14-V. The mechanism for approval defined in that RP requires the specialist contractor to have available an appropriate Process Assessment Schedule (PAS). This schedule defines how the principles and requirements of RP 14-V are applied to a defi
31、ned specialist process activity or service to be provided by one or more specialist contractor(s). PASs specify the production process and the associated quality factors which may reduce or eliminate the need for end of line testing. PASs also permit, as appropriate, the application of statistical p
32、rocess control techniques. PASs shall follow a common format and contain the minimum requirements defined in this specification which provides the rules for the preparation of PASs. Section 1 of this specification gives a general introduction. Section 2 of this specification provides requirements an
33、d guidance on the form and content of PASs. It is intended for use by CECC Working Groups, industrial task groups or individual specialist contractors wishing to prepare a new PAS or to enhance an existing PAS. The instructions in section 2 are presented in a section by section account of all clause
34、 headings and the basic content. It is recognized that the technologies which may be covered by Process Approval are broad and diverse. This specification has been formulated to permit maximum flexibility whilst setting a minimum standard for a specialist contractor to achieve before being approved
35、under the system. In order to improve this flexibility and provide helpful information the reader is directed to RP 14-0 which gives general information concerning the relationship between Process Approval and other approvals within the CECC System. 1 General Annex A gives a diagram indicating the s
36、tructure, numbering and interrelationship of Process Approval documentation indicating the position of this specification and of PASs. The purpose and content of the documents and, where applicable, the requirements relevant to these documents are given for information. Except as otherwise stated, t
37、he documents referred to are subject to the voting and publication procedures of the CECC. 1.1 CECC 00114-V (RP 14/V) CECC 00114-V defines the Rules of Procedure for Process Approval of specialist contractors within the CECC System, which shall be followed for all relevant approvals. 1.2 Process Ass
38、essment Schedules (PASs) PASs are documents prepared in accordance with section 2 of this specification and describe the requirements for any specialist process activity or service relevant to the manufacture of electronic components. PASs are designed for use by specialist contractors undertaking s
39、uch activities or services. Each PAS shall be allocated an unique number by the CECC General Secretariat in the CECC 200000 series, e.g. CECC 200001. There should be only one PAS for each defined specialist process activity or service. To ensure this, each body intending to commence work on the draf
40、ting of a PAS shall register this intention with the CECC General Secretariat before starting work. Procedures and regulations for PASs will be given in RP 11, Annex H gives forms for use by specialist contractors, industrial task groups, CECC Working Groups and User Groups when notifying the intent
41、ion to commence drafting a PAS. 42、e of the official languages of the CECC System, and shall comply with the requirements of CECC RP 14-V and the relevant editorial requirements of CECC 00400. 1.3 Audit Check Lists Each PAS shall include a check list of all key quality factors relevant to the defined process or processes. Audit check
43、 lists can be used by specialist contractors for self audits and audit preparations or by an ONS auditing a specialist contractor. 44、00 Section 2. Preparation of process assessment schedules (PASs) 1 General This Section 2 gives a standardized presentation for all PASs covering all specialist processes and services. In order to ensure maximum flexibility this section gives the requirements for the form and content of a PAS. It is
45、 recognized that in the field of specialist contractors the needs of technologies may vary significantly, therefore drafters of PASs are encouraged to include additional requirements where the technology demands. These additional requirements may be either enhancements of existing PAS requirements o
46、r entirely new requirements. In drafting a PAS, authors shall bear in mind that the readers of a PAS, i.e. specialist contractors wishing to obtain Process Approval, may be unfamiliar with the CECC System. To ensure that documents are easily understood and implemented, the following precautions shal
47、l be taken: a) Clear reference shall be made in each PAS to CECC 00401 which is the glossary of terms used in all CECC Publications. b) The PAS should wherever possible be a self-contained document which is adequate for the specialist contractor to pursue a Process Approval without an excessive need
48、 to refer to higher-order documentation. However, it is acknowledged that reference may need to be made for specific purposes to other documents, e.g. those in the EN 29000 series, CECC RP 14 and CECC Basic Specifications. c) The PAS shall be structured in a logical, easy-to-follow manner. The secti
49、on headings and numbers given below shall be used wherever possible. Unlike other CECC Generic and Sectional Specifications which are categorised according to component function, PASs relate to specific processes or services. This approach enables the PAS to identify those aspects of a process or specialist activity (usually technology dependant) which influence the quality and reliability of the process. PASs are intended to provide a basis for the assessment of an activity by requiring the precise identification, understanding and control of the
