In order t
28、o facilitate technical comparison of such relays, to assist in negotiations between relay manufacturers and users and to permit assessment of the quality, this specification in conjunction with Part 3 of this Generic Specification (EN 116000-3:1996) contains definition of terminology specific to ele
29、ctromechanical all-or-nothing relays; description of test and measurement procedures; definition of procedures to be followed for qualification approval and quality conformance inspection. Within the CECC quality assessment system this Generic Specification together with the relevant Sectional and D
30、etail Specifications is used for relay qualification approval (3rd party assessment by independent certification bodies). Approved relays will be granted a CECC Certificate of Approval authorizing the use of the CECC Mark of Approval. In addition this specification can be used outside the CECC quali
31、ty assessment system for both 1st party assessment (manufacturers declaration) and 2nd party assessment (customer certification) as applicable. However, in these cases relays cannot be granted CECC Approval neither can they be marked with the CECC Mark of Approval. 1.2 Normative references This Euro

38、ause 1.2 “Normative references” of EN 116000-3:1996. 1.4 Preferred values Preferred values shall be stated in the Sectional Specifications. They shall, as far as possible, adopt the relevant standard values of IEC 255-1-00. 1.5 Marking The Sectional or Detail Specifications shall indicate the identi
39、fication criteria and other information to be shown on the relay and/or packing. The letter or colour code shall be described in full or reference made to the appropriate specifications. The order of priority for marking small relays shall be specified. The marking shall, as a minimum, consist of: t
40、he trade mark or the manufacturers name; the relay type and variants code; the coded date of manufacture, quantified by months or less. 1.6 Subcontracting Subcontracting the primary stage of manufacture and/or subsequent stages to an unapproved manufacturer is forbidden. Subcontracting is permitted
41、for any stages preceding the primary stage of manufacture (see 2.1.1). Subcontracting shall be in accordance with the requirements of 1.2 of CECC 00114: RP 14-II. 42、 1.7 Order of precedence Where any discrepancies occur for any reasons, documents shall rank in the following order of authority: 1) the Detail Specification, 2) the Sectional Specification, 3) the Generic Specification, 4) any other international documents (e.g. of the IEC) to which reference is ma
43、de. The same order of precedence shall apply to equivalent national documents. 2 Quality assessment procedures 2.1 General The basic concept of the CECC system for quality assessment is to provide assurance to the purchaser that the components which are released conform to the requirements in the re
44、levant specifications. Before a manufacturer is permitted to produce, test and deliver components under the CECC quality assessment system it is necessary that his production organization, facilities, storage and delivery systems, organization, facilities for inspection and test of components and ar
45、rangements for calibration meet the requirements of the CECC system. In particular it shall be demonstrated that all appropriate parts of the organization and its facilities are under the direct control or surveillance of the person appointed as the Chief Inspector. This approval of manufacturers is
46、 granted in accordance with CECC 00114: RP 14-I. The procedures for the qualification approval of electronic components as stipulated in CECC 00114: RP 14-II comprise the following consecutive basic steps: a) Qualification approval; b) Quality conformance inspection. 2.1.1 Primary stage of manufactu
47、re The primary stage of manufacture shall be defined in each Sectional Specification. 2.1.2 Structurally similar components The Sectional Specification shall define those relays within its scope which may be considered as structurally similar. 2.2 Qualification approval procedures The qualification
48、approval tests are the complete series of tests to be carried out on a number of relays, with the object of determining whether a particular manufacturer can be considered capable of producing relays meeting the requirements of the relevant specifications. These qualification approval tests comprise
49、 all the tests indicated in the Detail Specification. They may be carried out on a) a fixed sample as defined in the Sectional or Detail Specification; in this case the sample shall be drawn from current production; b) a specified number of inspection lots (with a minimum of three) taken in as short as possible a period of time, as well as the performance of the periodic tests on a sample taken from at least one of these lots. Sampling shall be carried out in accordance with the sampling plans and procedures given in IEC 410 and
