This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by May 2003, and conflicting national standards shall be withdrawn at the latest by May 2003. This European
20、 Standard has been submitted for reference into the RID and/or in the technical annexes of the ADR. 28、rgency valve or internal security valve, the subject of this standard, is an internal self closing stop valve ensuring the primary containment to confine the dangerous substances within the tank when closed. It allows the flow of dangerous substances in the unloading direction, that is, from the tan
29、k compartment into the run-off pipe only when externally actuated. The non-pressure balanced footvalve should be capable of allowing transfer of dangerous substances in the bottom loading direction through self-actuation by the hydraulic force of the loaded dangerous substances. 31、he equipment with this standard. The equipment specified by this standard is suitable for use with liquid petroleum products and other dangerous substances of Class 3 of ADR - European Agreement concerning the International Carriage of Dangerous Goods by Road (flammable liquids) which have a vapour
32、pressure not exceeding 110 kPa at 50 C and petrol, and which have no-sub-classification as toxic or corrosive. 2 Normative references This European Standard incorporates by dated or undated reference, provisions from other publications. 36、e, including equipment and fittings, on the vehicle which connects the non pressure balanced footvalve to the loading/unloading adaptor 3.2 self closing valve a valve held in the closed position by means of stored energy (such as a spring) which opens only by application of external force and which
37、closes when the external force is removed 3.3 maximum allowable working pressure (MAWP) the maximum pressure to which the equipment is designed to operate 4 Functions The non pressure balanced footvalve shall: when closed, contain the substance within the tank compartment; when opened, allow flow of

39、 to flow into the compartment by the hydraulic force of the substance being loaded. 5 Design characteristics 5.1 Pressure rating The non pressure balanced footvalve shall be designed for a working pressure of at least 500 kPa. 5.2 Dimensions The non pressure balanced footvalve shall be designed for
40、use with DN100 nominal bore pipe. 5.3 Mounting 5.3.1The tank mounting flange shall be in accordance with Annex A ; 5.3.2The pipe connection flange shall be in accordance with Annex B or Annex C according to the specified type. 5.4 Bottom loading flow characteristics 5.4.1The non pressure balanced fo
41、otvalve shall be suitable for bottom loading rates up to 150 m3/h at a working pressure up to 500 kPa ; 5.4.2The non pressure balanced footvalve design shall be such that turbulence, jetting or spraying of product is effectively controlled. 5.5 Actuation 5.5.1The non pressure balanced footvalve shal
42、l be externally actuated by mechanical, pneumatic or other means. 5.5.2The non pressure balanced footvalve shall close if its actuating means fails or is disconnected, except during loading. 5.5.3The setting of the valve to the open position shall be visible. 5.5.4A mechanical means of externally op
43、erating the non pressure balanced footvalve may be provided for use in case of an emergency. 5.5.5The means of actuation of the non pressure balanced footvalve shall be so designed as to prevent inadvertent opening through impact or unconsidered action. 5.6 Break-away security 5.6.1The non pressure
44、balanced footvalve seat shall be designed to be located within the envelope of the tanker compartment. 5.6.2The non pressure balanced footvalve shall be designed such that in the event of accidental damage, the external housing shall break away, leaving the non pressure balanced footvalve sealing me
45、chanism within the tank compartment intact. 5.6.3The impact energy required to break away the external housing of the non pressure balanced footvalve shall not exceed 1 kJ. 46、5.7 Temperature range Unless otherwise specified, the design temperature range shall be - 20 C to 50 C. Where the non pressure balanced footvalve is subjected to more severe conditions, the design temperature range shall be extended to - 40 C or + 70 C as applicable. 5.8 Materials of construction Th
47、e manufacturer shall provide, with the equipment, a full material specification for those parts which may come into contact with the substances specified in the scope. 5.9 Electrical resistance The electrical resistance between any conductive part of the valve which may come into contact with the tr
48、ansported substances and the main body of the valve shall not exceed 106? Provision shall be made for the bonding of the main body of the valve to the tank such that the electrical resistance between the two shall not exceed 10? 5.10 Strainer The non pressure balanced footvalve shall be capable of a
49、ccepting a strainer to minimize the possibility that loose foreign objects within the tank might prevent the closure of the non pressure balanced footvalve. 6 Tests 6.1 General Two classes of tests are required, production tests and type tests. Testing methods and procedures shall comply with the requirements of prEN 12266-1:1999 and EN 12266-2:2002 except as specified or amended within this standard. 6.2 Production tests 6.2.1 General The number, frequency and sam
