23、 of these parties should be able to identify the unit so that reference can be made to associated information such as address, order number, contents of the unit, weight, sender, etc. This information is often held on computer systems, and may be exchanged between the parties involved via EDI (Elect
24、ronic Data Interchange). There are considerable benefits if the identity of the unit is represented in bar code format and attached to the unit so that: it can be read electronically, thus minimizing errors; one identity can be used by all parties; each party can use the identity to look up its comp
25、uter files to find the data associated with the unit; the identity code is unique and cannot appear on any other item during the lifetime of the unit. The unique identifier for transport units defined in this standard and represented in a bar code label attached to the transport unit meets these nee
26、ds. The multi-industry transport label defined in EN 1573 defines the bar code label which should be used for this. 1 Scope This European Standard specifies a unique identifier for transport units, represented in bar code, and known as the licence plate number. 2 Normative references This European S
27、tandard incorporates by dated or undated references provisions from other publications. These normative references are cited at appropriate places in the text and the publications are listed hereafter. For dated references, subsequent amendments to or revisions of any of these publications apply to

(ISO 3166:1993) 3 Definitions For the purposes of this standard, the definitions of prEN 1556 and the following apply: 3.1 licence plate (number) a unique number, regardless of use, specified by the label issuer and applied to a transport unit to provide access to traceability data regardle
30、ss of content and destination and valid for the lifetime of the transport unit 3.2 transport unit a package intended for transportation comprising one or more articles, wrapped or unwrapped, and when multiple articles constrained to form a unit 4 Structure of the licence plate A licence plate is ass
31、igned to a transport unit by its issuer. Any licence plate issuer shall be authorized by an issuing agency in accordance with the rules set up by that agency and this European Standard. Issuing agencies are authorized and registered by the EN 1572 Registration Authority. A licence plate number: a) s
32、hall start with a string of characters, the issuing agency code (IAC), assigned to the issuing agency by the Registration Authority; b) shall conform to a format specified by the issuing agency; c) shall be unique in the sense that no issuer re-issues a number until a sufficient period of time has p
33、assed, so that the first number has ceased to be of significance to any user of this European Standard; d) shall contain only numeric and upper case alphabetic characters (not including lower case characters or punctuation marks); e) shall not contain more than 35 characters; NOTEIt is recommended t
34、hat wherever possible less than 35 characters are used, but any data processing systems should be capable of processing numbers of 35 characters. 5 Issuing agencies 5.1 Responsibilities Issuing agencies shall: a) authorize any organization wishing to allocate licence plate numbers; NOTE 1Individual
35、organizations wishing to issue licence plates in accordance with this European Standard should preferably do so through umbrella organizations such as their trade associations, multi-national holding corporations, or a public or state agency. 37、rity shall begin with one of their IACs; NOTE 2The purpose of this is to ensure that the same licence plate number can never be issued by another issuer, no matter which agency is used to ensure uniqueness in the total market place. d) define rules so that a licence plate number is only re-issued af
38、ter the previously issued number has ceased to be of significance to any user of this European Standard. The length of such period should be dependent upon the environment in which the licence plate number will be used. 5.2 Application 5.2.1 General Issuing agencies should apply to the Registration
39、Authority for registration and the assignment of an IAC using the form shown in annex C. Application forms are also available on request from the Registration Authority, the national standards bodies, the CEN Central Secretariat and the secretariat of CEN/TC 225. The Registration Authority may reque
40、st additional information where further clarification is needed. A separate form should be sent in for every IAC requested. NOTEAt the date of publication of this European Standard, the EN 1572 Registration Authority is: NNI, P.O. box 5059, 2600 GB DELFT, THE NETHERLANDS. Applicants shall: a) comply
41、 fully with the procedures for application for IACs as contained in this European Standard; b) forward to the Registration Authority a completed application form (see annex C) and transfer the requisite fee; c) retain the completed application form containing the IAC assigned to the applicant by the
42、 Registration Authority; d) within a reasonable timeframe, preferably within 12 months of the date of assignment of the IAC, start to authorize any organization who wishes to allocate licence plate numbers using the IAC. 5.2.2 Criteria for approval Applications for an IAC shall meet all the criteria
43、 for approval below and shall not comply with any of the criteria for rejection in 5.2.3. The criteria for approval are: a) the IAC shall be for immediate use, preferably within 12 months of the date of issue of the IAC; b) the licence plates being issued using the IAC shall be for use in an open in
44、terchange environment; c) the applicant shall be a single corporate entity operating under a specific legislative regulation. 5.2.3 Criteria for rejection An application for an IAC shall be rejected by the Registration Authority or CEN/TC 225 when any of the following conditions exist: a) the licenc
45、e plates issued using the IAC assigned to the applicant would not be used in an open interchange environment; b) the IAC will be used solely for purposes other than to facilitate uniqueness of the licence plate, for example to identify or differentiate between products or services or solely to facil
46、itate routing, or to identify geographic location; c) no licence plate will be issued for immediate use, e.g. within 12 months from the date of issue of an IAC. 5.2.4 Appeals procedure Where an application has been rejected by the Registration Authority the applicant may appeal to CEN/TC 225 through
47、 the secretariat of CEN/TC 225. Applicants may submit for appeal applications that have been rejected by CEN/TC 225 to the CEN Central Secretariat. Appeal against rejection of an application shall be lodged with the appropriate body within 90 days of the date of the letter of rejection. Where an app
48、lication to become an issuing agency has been rejected by the Registration Authority, the following information shall be provided by the applicant to the relevant appeal body in support of the appeal: a) a statement of which rejection criteria (see 5.2.3) is disputed and why the applicant believes t
49、hat the rejected application fulfils the criteria for approval (see 5.2.2); b) a statement of special circumstances whereby a specific requirement of the rejected application can be met, but such requirement is outside the current procedures and criteria for approval outlined in this European Standard. 6 Registration Authority 6.1 Responsibilities The Registration Authority shall be responsible to CEN and its responsibilities shall be: a) to receive and acknowledge applications from organizations wishing to become issuing agency in ac
