21、fies the application and registration procedures for numbers assigned to issuers of cards used for health care, health care coverage or health care entitlement, that comply with prEN 1387. 2 Normative references This European Standard incorporates, by dated or undated reference, provisions from othe

27、European level A body which maintains the European register of registration authorities at national level. 4 Symbols and abbreviations IINIssuer Identification Number MIIMajor Industry Identifier for health care 5 Numbering system 5.1 General All Issuer Identification Numbers (IINs) issued in accord
28、ance with this standard shall be applied for and registered as described in this standard. 5.2 IIN The IIN is made up of three elements (see figure 1): a) the MII (80 for health care); b) the country code as defined in EN 23166 (three digits); c) the issuer identifier (five digits). Applicants whose

30、ition of the IIN on health care cards 6 Application and registration procedures 6.1 Application procedure for assignment of a single IIN A card issuer shall apply to its registration authority at national level for the assignment of an IIN using the form shown in annex A. Application forms are also
31、available on request from the registration bodies. In the absence of a registration authority at national level, card issuers in that country shall contact their national standard body. The national standards body shall either set up a registration authority at national level or make an agreement wi
32、th another national standards body to act as the registration authority at national level for their national card issuers. 6.2 Criteria for approval and rejection of applications 6.2.1 Criteria for approval of an application for a single IIN Applications for a single IIN shall meet all the criteria
33、for approval below and shall not comply with any of the criteria for rejection in 6.2.2. The criteria for approval are: a) the applicant applying for a single IIN with MII = 80 shall not already have an IIN with MII = 80 assigned to it in its own right; b) the IIN with MII = 80 shall be for immediat
34、e use, within 12 months of the date of issue; c) the applicant shall be a single entity with legal status; d) the applicant shall use the IIN for cards used for health care, health care coverage or health care entitlement; e) the applicant shall pay the corresponding fee required by the registration
35、 authority. NOTE. A group of mutually-independent issuers in several member countries may agree to form an alliance under a single entity to issue uniform cards. The country number would vary but it might be desirable for the issuer number to be the same in each country. In such cases the facility s
36、hould be available for registration authorities to allocate uniform issuer numbers in several countries, upon request from card issuing applicants. 6.2.2 Criteria for rejection of an application for a single IIN An application for an IIN shall be rejected by the registration authority at national le
37、vel when any one of the following conditions exist: a) the applicant is not a card issuer; b) the applicant has previously been assigned an IIN with MII = 80 in its own right; c) the IIN will be used to identify or differentiate between products, services or proprietary rights, or solely to facilita
38、te routing, or to identify geographic location; d) the IIN will be used to identify or differentiate between branches or subsidiaries within the applicants organization; e) the applicant has made a request which is outside the scope of this European Standard; f) no card will be issued for immediate
39、use, e.g. within 12 months from the date of issue of an IIN. 6.2.3 Appeal process 6.2.3.1 Appeal body Where an application has been rejected by a registration authority at national or European level the applicant may appeal to the CEN Technical Committee responsible for EN 1867, through its secretar
40、iat. 6.2.3.2 Responsibilities The responsibilities of the appeal body shall be: a) to verify whether the application fulfils the criteria for approval as defined in 6.2.1 and none of the criteria for rejection as defined in 6.2.2; b) to notify the applicant and the registration authority of their de
41、cision; c) in case of approval of the application, the appeal body should instruct the registration authority to issue an IIN to the applicant; d) to respond to general enquiries covering this European Standard. Appeal against rejection of an application shall be lodged with the appropriate body wit
42、hin 90 days of the date of the letter of rejection. 43、 authority at national level, the following information shall be provided by the applicant to the relevant appeal body in support of the appeal: a) statement of which rejection clause (see 6.2.2) is disputed and why the applicant believes that the rejected application fulfils the criteria for approv
44、al (see 6.2.1); b) statement of special circumstances whereby a specific requirement of the rejected application can be met, but such requirement is outside the current procedures and criteria for approval outlined in this European Standard. 6.2.4 Responsibilities of card issuing applicants The resp
45、onsibilities of card issuing applicants shall be: a) to comply fully with the numbering system and the procedures for application for IINs as contained in this standard; b) to retain the completed application form containing the IIN assigned to the applicant by the registration authority at national
46、 level; c) to issue cards using the IIN assigned by the registration authority within 12 months of the date of assignment of the IIN; d) to communicate to the registration authority any proposed changes which would alter material facts contained within the original application. 6.2.5 Registration au
47、thority at national level 6.2.5.1 Eligibility to become a registration authority at national level The registration authority at national level shall be a single entity designated in each country. The following bodies may act as registration authority at national level in processing applications for
48、 IINs: a) the national member body of CEN or an agent appointed by them to act on their behalf; b) the national standards body of another member of CEN, upon a bilateral agreement, if the national standards body is unable to establish a national numbering system. A document entitled Guidance for reg
49、istration authorities at national level (annex C) is available to assist registration authorities at national level in assessing the eligibility of applications and to assist in the procedures for dealing with applications. This document is available from the secretariat of the registration authority at European level. 6.2.5.2 Resignation If a registration authority at national level which is an agent appointed by the national standards body finds it necessary to resign, six months notice shall be given to the national stand
