1、EASEE-gas Codes to issue a CBP containing the recommended codifications. The “Codes and Definitions” working group was given the responsibility of establishing the real encoding needs and detecting a streamlined solution, possibly among standard encodings. 3.2 Activities The activities of the Codes
2、and Definitions WG started on 8th September 2004. The working group met 13 times overall with an average participation of 7 - 8 attendees per meeting. To facilitate the work of the group, 4 extra meetings of a dedicated task force were made. Representatives of 18 companies, 9 countries, 4 segments a
3、nd 4 member associations attended at least one of the working groups meetings. Table 1 lists the companies that attended the WG meetings, their country of origin, the segment they belong, the number of WG meetings attended. 6、 with a majority of TSO representatives. EASEE-gas Codes on the other hand, Edigs offered a wide diffusion among TSO and Shippers. Connection Point ID For Connection Point Identifier, companies mainly use custom encodings. The only declared standard was the EAN encoding, even if some ETSO EIC codes
7、had been already issued and published. Consequently the alternatives considered were the EAN and the ETSO EIC encodings. The analysis was similar to the one made for the Company ID. Besides the ETSO EIC-Z encoding was already adopted and advised by the Edigs WG. A new encoding system or custom solut
8、ion (i.e. a solution to be invented “ad hoc”) was deemed not able to offer any further advantage. Table 2 summarises, for each piece of information, the analysis. 3.5 The reasons of the final choices Company ID: The final choice was made in favour of the ETSO EIC-X encoding. The ETSO EIC was analyse
9、d and deemed at the end acceptable by a larger amount of companies and having more perspectives of development and organisational support. It was also taken into account that, because of the diffusion of Edigs codes/systems among gas TSOs and shippers and the nature of gas contracts, a smooth migrat
10、ion from Edigs codes (and systems) to ETSO EIC codes was requested. It was agreed to plan an adequate period of time for this migration. Connection Point ID Similarly to the case of Company ID, the EAN encoding was deemed not attractive for its costs. The EIC encoding, because of the low costs, its
11、easy implementation and the fact that it was already chosen by the Edigs working group to represent connection points, was instead deemed more attractive and suitable to represent a Connection Point ID. Consequently, it was agreed to recommend the ETSO EIC-Z encoding. EASEE-gas Codes ? connection po

14、rm Definition Companys Identifier A Companys Identifier is a piece of information that aims to identify unambiguously a company or one of its functions as entity recognized by the other parties acting in the European gas market. Connection Point Its a location at which two systems can physically exc
15、hange gas. A Connection Point Identifier is a short code that identifies univocally a Connection Point. Connection Points can be distinguished in the following types: TSO - TSO Connection Point between two Transmission System Operators networks. TSO - DSO Connection Point between a Transmission Syst
16、em Operator network and a Distribution System Operator network. TSO Customer Connection Point between a Transmission System Operator network and a Customer facility. TSO - SSO Connection Point between a Transmission System Operator network and a Storage System Operator facility. LNG - TSO Connection
17、 Point between a LNG System Operator facility and a Transmission System Operator network. GP - TSO Connection Point between a Gas Producer facility and a Transmission System Operator network. GP - DSO Connection Point between a Gas Producer facility and a Distribution System Operator network. DSO -
18、SSO Connection Point between a Distribution System Operator network and Storage System Operator facility. Connection Point Identifier DSO - Customer Connection Point between a Distribution System Operator network and a Customer facility. Bi-Univocal A code is bi-univocal when, in a specific interval
19、 of time, it addresses one and only one entity and doesnt exist another code that addresses the same entity. Customer customers means wholesale and final customers of natural gas and natural gas undertaking which purchase natural gas. Distribution System Operator (DSO) Distribution system operator m
20、eans a natural or legal person who carries out the function of distribution and is responsible for operating, ensuring the maintenance of, and, if necessary, developing the distribution system in a given area and, where applicable, its interconnections with other systems, and for ensuring the long-t
21、erm ability of the system to meet reasonable demands for the distribution of gas. A Distribution System Operator is also called a DSO. EDI Electronic Data Interchange LNG System Operator LNG system operator means a natural or legal person who carries out the function of liquefaction of natural gas,
22、or the importation, offloading, and re-gasification of LNG and is responsible for operating a LNG facility. Party A Party is a subject legally authorised to act as System User and for this reason to interact with a System Operator. Private A code is private if only allowed people/systems can know it

Reusability It is the property that tells about the possibility of associating a code to an entity and, when this association doesnt exist any more and all the associated transactions have no future use, of associating it to a different entity. Reusable A code is reusabl
25、e if it is allowed to use it for more than one element, but one element at the time. Storage System Operator Storage system operator means a natural or legal person who carries out the function of storage and is responsible for operating a storage facility. System A system is a transmission network,
26、 distribution network, LNG facility, production facility and/or storage facility. System Operator A natural or legal person who physically operates a transmission network, distribution network, LNG facilitiy, production facility and/or storage facility. System User A natural or legal person making u
27、se of a transmission network, distribution network, LNG facilitiy, production facility and/or storage facility. Transmission System Operator (TSO)3 Transmission system operator means a natural or legal person who carries out the function of transmission and is responsible for operating, ensuring the
28、 maintenance of, and, if necessary, developing the transmission system in a given area and, where applicable, its interconnections with other systems, and for ensuring the long-term ability of the system to meet reasonable demands for the transportation of gas. A Transmission System Operator is also
29、 called a TSO. Transparency It is the property that tells about the possibility of knowing about the information content associated to the code. Transparent A code is transparent if it is possible to know content (meaning) of the associated information. Univocal A code is univocal when it addresses
30、only one entity in a specific interval of time. 3 In the context of this CBP, no distinctions are made between “Transit”, meant as “the service of moving gas between two or more cross-borders points of the network operated”, and “Transport”, meant as “the service of moving gas to the End Consumer or

32、fixed length alphanumeric code (16 characters) composed of four fields: 1. Issuing Office 2. Object Type 3. Identification code 4. 33、ode identifying the Issuing Office that allocated it. The values of this field (i.e. the Issuing Office code) are assigned exclusively by the Central Issuing Office (CIO) to identify itself or each of the Local Issuing Offices (LIO). The value 10 indicates the Central Issuing Office itself. 7.2 Obje
34、ct Type Its a one character code specifying the type of code. So far, accordingly with its needs, ETSO has defined four kinds of EIC codes to identify: ? Parties (EIC-X type) ? Areas (EIC-Y type) ? Metering Points (EIC-Z type) ? Resources (EIC-W type). 7.3 Identification code Its a 12 characters cod
35、e identifying the object inside a specific type.
