3、eing issued in the Draft for Development series of publications and is of a provisional nature because the Technical Committee need some time to collect the data in this relatively new area of technology. It should be applied on this provisional basis, so that information and experience of its pract
4、ical application may be obtained. Comments arising from the use of this Draft for Development are requested so that UK experience can be reported to the European organization responsible for its conversion to a European standard. A review of this publication will be initiated 2 years after its publi
5、cation by the European organization so that a decision can be taken on its status at the end of its 3-year life. Notification of the start of the review period will be made in an announcement in the appropriate issue of Update Standards. According to the replies received by the end of the review per
6、iod, the responsible BSI Committee will decide whether to support the conversion into a European standard, to extend the life of the Technical Specification or to withdraw it. 8、use a common methodology for classifying, specifying and declaring the quality and properties (both physical and chemical) of the traded fuels to be supplied or required. 10、ations as an addition to the solid biofuels standards. However, the Committee has concerns over the fact that certain biofuel parameters are defined in this document as “Informative” rather than “Normative”1) (such as Net Calorific Value or Chlorine content), whilst other potentially important param
11、eters do not need to be declared at all. The absence of this information may mean that suppliers are users of biofuels do not have all the data they need to fully understand that materials properties; data that may be needed for technical or regulatory reasons. For instance, it can be noted that the
12、 Environment Agencys “Protocol for the Burning of Biomass Fuels in Power Stations” requires the initial application to burn biomass to contain detailed specifications of the physical and chemical properties of the biomass to be burned. The “Normative” information required by this Technical Specifica
13、tion would be insufficient to meet this particular need. The attention of the supplier and end user of solid biofuels is drawn to the fuels fitness for purpose, its exclusion from the scope of the Waste Incineration Directive (2000/76/EC) and the requirements of the Pollution, Prevention and Control
14、 Regime for the burning fuel in the boilers over 0.4 MW or the Clean Air Act 1993 if under that size. The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested t
21、o submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard. CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS available promptly at national level in an appropriate form. It is
22、 permissible to keep conflicting national standards in force (in parallel to the CEN/TS) until the final decision about the possible conversion of the CEN/TS into an EN is reached.
