PREFACE DEP (Design and Engineering Practice) publications reflect
4、the views, at the time of publication, of: Shell International Oil Products B.V. (SIOP) and Shell International Exploration and Production B.V. (SIEP) and Shell International Chemicals B.V. (SIC) The Hague, The Netherlands, and other Service Companies. They are based on the experience acquired durin
5、g their involvement with the design, construction, operation and maintenance of processing units and facilities, and they are supplemented with the experience of Group Operating companies. Where appropriate they are based on, or reference is made to, national and international standards and codes of

The objective is to set the recommended standard for good design and engineering practice applied by Group companies operating an oil refinery, gas handling installation, chemical plant, oil and gas production facility, or any other such facility, and thereby to achieve maximum technical
7、and economic benefit from standardization. The information set forth in these publications is provided to users for their consideration and decision to implement. This is of particular importance where DEPs may not cover every requirement or diversity of condition at each locality. The system of DEP
8、s is expected to be sufficiently flexible to allow individual operating companies to adapt the information set forth in DEPs to their own environment and requirements. When Contractors or Manufacturers/Suppliers use DEPs they shall be solely responsible for the quality of work and the attainment of
9、the required design and engineering standards. In particular, for those requirements not specifically covered, the Principal will expect them to follow those design and engineering practices which will achieve the same level of integrity as reflected in the DEPs. If in doubt, the Contractor or Manuf
10、acturer/Supplier shall, without detracting from his own responsibility, consult the Principal or its technical advisor. The right to use DEPs is granted by SIOP, SIEP or SIC, in most cases under Service Agreements primarily with companies of the Royal Dutch/Shell Group and other companies receiving
11、technical advice and services from SIOP, SIEP or SIC. Consequently, three categories of users of DEPs can be distinguished: 1)Operating companies having a Service Agreement with SIOP, SIEP, SIC or other Service Company. The use of DEPs by these Operating companies is subject in all respects to the t
12、erms and conditions of the relevant Service Agreement. 2)Other parties who are authorized to use DEPs subject to appropriate contractual arrangements. 3)Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2) which requires that tenders for proje
13、cts, materials supplied or - generally - work performed on behalf of the said users comply with the relevant standards. Subject to any particular terms and conditions as may be set forth in specific agreements with users, SIOP, SIEP and SIC disclaim any liability of whatsoever nature for any damage
14、(including injury or death) suffered by any company or person whomsoever as a result of or in connection with the use, application or implementation of any DEP, combination of DEPs or any part thereof. The benefit of this disclaimer shall inure in all respects to SIOP, SIEP, SIC and/or any company a
15、ffiliated to these companies that may issue DEPs or require the use of DEPs. Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, DEPs shall not, without the prior written consent of SIOP and SIEP, be disclosed by users to any company or pers
16、on whomsoever and the DEPs shall be used exclusively for the purpose for which they have been provided to the user. They shall be returned after use, including any copies which shall only be made by users with the express prior written consent of SIOP and SIEP. The copyright of DEPs vests in SIOP an
17、d SIEP. Users shall arrange for DEPs to be held in safe custody and SIOP or SIEP may at any time require information satisfactory to them in order to ascertain how users implement this requirement. All administrative queries should be directed to the DEP Administrator in SIOP. NOTE: In addition to D
18、EP publications there are Standard Specifications and Draft DEPs for Development (DDDs). DDDs generally introduce new procedures or techniques that will probably need updating as further experience develops during their use. The above requirements for distribution and use of DEPs are also applicable

October 1995 Page 3 PART IINTRODUCTION 1.1SCOPE This DEP specifies the minimum requirements for design, engineering, fabrication and
23、inspection of fired heaters. It includes related equipment such as convection banks/waste heat boilers, air preheaters, burners, air and flue gas ducts, forced and induced draught fans. This DEP is a revision of, and replaces, the DEP of the same number dated December 1982. This DEP also replaces DE
24、P 31.24.15.31-Gen. dated April 1992, which is hereby withdrawn. This DEP is based on API 560, First edition, January 1986. Part II of this DEP amends, supplements and deletes various sections of API 560. Sections of API 560 that are not mentioned in this DEP shall apply as written. Excluded from the
25、 scope of this DEP are the following: the subject of materials selection for special furnaces such as high-temperature conversion and steam heating furnaces (tube wall temperature above 700 C), and for furnaces for catalytic chemical reactions - this is covered by DEP 31.24.40.31-Gen. the subject of
26、 waste heat boilers associated with gas turbine exhausts - this is covered by DEP 30.75.10.31-Gen. 1.2DISTRIBUTION, INTENDED USE AND REGULATORY CONSIDERATIONS Unless otherwise authorised by SIOP and SIEP, the distribution of this DEP is confined to companies forming part of the Royal Dutch/Shell Gro
27、up or managed by a Group company, and to Contractors and Manufacturers/Suppliers nominated by them (i.e. the distribution code is “F“, as defined in DEP 00.00.05.05-Gen.). This DEP is intended for use in oil refineries, chemical plants, gas plants, oil and gas production facilities, and supply/marke
28、ting installations. If national and/or local regulations exist in which some of the requirements may be more stringent than in this DEP the Contractor shall determine by careful scrutiny which of the requirements are the more stringent and which combination of requirements will be acceptable as rega
29、rds safety, environmental, economic and legal aspects. In all cases, the Contractor shall inform the Principal of any deviation from the requirements of this DEP which is considered to be necessary in order to comply with national and/or local regulations. The Principal may then negotiate with the A
30、uthorities concerned with the object of obtaining agreement to follow this DEP as closely as possible. 1.3DEFINITIONS 1.3.1General definitions The Contractor is the party which carries out all or part of the design, engineering, procurement, construction, commissioning or management of a project, or
31、 operation or maintenance of a facility. The Principal may undertake all or part of the duties of the Contractor. The Manufacturer/Supplier is the party which manufactures or supplies equipment and services to perform the duties specified by the Contractor. The Principal is the party which initiates
32、 the project and ultimately pays for its design and construction. The Principal will generally specify the technical requirements. The Principal may also include an agent or consultant authorised to act for, and on behalf of, the Principal. The word shall indicates a requirement. The word should ind
33、icates a recommendation. DEP 31.24.00.30-Gen. October 1995 Page 4 1.3.2Specific definitions The word requisition means DEP 31.24.00.93-Gen., which comprises six data/requisition sheets on which the data are provided on which to base the design. The use of these sheets is described in (Part II, Secti
34、on 1.7). The words tubes or tubing shall also mean pipe or piping, unless it is clearly distinguished otherwise. 1.4CROSS-REFERENCES Where cross-references are made, the number of the section or sub-section referred to is shown in brackets. All publications referred to in this document are listed in

October 1995 Page 5 PART II AMENDMENTS AND SUPPLEMENTS TO API 560 SECTION 1 GENERAL 1.1Scope Add to this Section: This standard also covers unfired waste heat boiler convection sections. 1.1.2Change the text of the note as follows: A bullet () at the beginning of a
36、paragraph indicates that a decision by the Principal shall be made. These decisions are indicated in the data requisition sheets or in the enquiry or in the order. 1.2Alternative Designs Replace this Section by: Alternative designs may only be offered in addition to the one requested by the Principa
37、l. 1.5Nomenclature Add to this Section: Vertical box type heaters with radiant cells of rectangular or square horizontal cross section and separating walls consisting of single or double tube rows may also be applied. Convection sections may be either top or side mounted. 1.6Referenced Publications
38、1.6.1Add to this Section: Additional referenced publications are given in Part III and form part of this standard. In case of conflict, the publications in Part III are overruling. 1.6.2Replace this Section by: If national and/or local regulations exist in which some of the requirements may be more
39、stringent than in this DEP, the Contractor shall determine, by careful scrutiny, which of the requirements are the more stringent and which combination of requirements will be acceptable as regards safety, environmental, economic and legal aspects. 1.7Proposals Replace this Section by: 1.7Proposals
40、and Relevant Documentation 1.7.1GENERAL The English language shall be used throughout. However, descriptions on drawings may be in other languages, provided English translations are given. Where the word requisition is used it means DEP 31.24.00.93-Gen., which comprises six data/requisition sheets o
41、n which the data are provided on which the design is based or is to be based. The Manufacturer/Supplier shall provide all drawings, design details, operation and maintenance manuals, and other information necessary for the design assessment, erection, operation and maintenance of the installation. A
42、ll information shall apply specifically to the installation supplied. 1.7.2REQUISITION SHEETS AND DOCUMENTATION REQUIRED AT TENDERING STAGE When preparing an enquiry the Principal shall complete at least all those items identified by DEP 31.24.00.30-Gen. October 1995 Page 6 an asterisk on the requis
43、ition. The Manufacturer/Supplier shall complete the remaining portions of the sheets, as applicable, to define his proposal. Where the sheets show alternatives, those items which are not applicable shall be crossed out. Alternative data shall be provided for each type of fuel, as necessary. 1.7.2.1R
44、equisition sheets 1 and 2 These sheets describe, in conjunction with this DEP, the extent of the project and mostly contain data to be provided by the Principal. Battery limit conditions for all items mentioned under the heading “Utilities Data“ will normally be indicated on the flow scheme and on t
45、he proposed control schemes. Where necessary, additional information on existing equipment shall be given by the Principal. 1.7.2.2Requisition sheets 2, 3, 4 and 5 Sheets 3 to 5, and the relevant parts of sheet 2, shall be completed by the prospective Manufacturer/Supplier at the tendering stage and
46、 are intended to provide the minimum information required by the Principal to enable pre-selection of the tenders. The following drawings and information shall be submitted by the Manufacturer/Supplier, along with the completed requisition sheets: (a) Drawings of: dimensioned general arrangement, fr
47、ont and side elevations, of the complete installation showing burners, galleries and ladders, ducting, fan, stack, refractory or ceramic type furnace linings; dimensioned front and side sectional elevations showing casing, furnace, burners, access and observation ports (and their fields of view), so
48、ot blowers and all tube coils. The furnace radiant cell(s) shall be fully dimensioned including burner centre lines. (b) Description, where applicable, of: extent of shop fabrication; general (description of) installation; site fabrication required; casing; refractory, insulation, stack lining; burn
49、ers, ignition burners and flame detectors; desuperheater; aspirating, sealing and cooling air system; fan(s) and drive; soot blowing system; mountings, valves and fittings, including safety valves; control schemes and description of all controls, especially combustion control scheme; expansion joints for both flue and air ducting. 1.7.3DOCUMENTATION AND INFORMATION REQUIRED AFTER CONTRACT AWARD The following shall be submitted after the contract has been awarded: a fully completed requisition; detailed calculations for tube dimensions and materials for heat transfer equipm
