PREFACE DEP (Design and Engineering Practice) publications reflect the views, a
4、t the time of publication, of: Shell International Oil Products B.V. (SIOP) and Shell International Exploration and Production B.V. (SIEP) and Shell International Chemicals B.V. (SIC) The Hague, The Netherlands, and other Service Companies. They are based on the experience acquired during their invo
5、lvement with the design, construction, operation and maintenance of processing units and facilities, and they are supplemented with the experience of Group Operating companies. Where appropriate they are based on, or reference is made to, national and international standards and codes of practice. T
6、he objective is to set the recommended standard for good design and engineering practice applied by Group companies operating an oil refinery, gas handling installation, chemical plant, oil and gas production facility, or any other such facility, and thereby to achieve maximum technical and economic
7、 benefit from standardization. The information set forth in these publications is provided to users for their consideration and decision to implement. This is of particular importance where DEPs may not cover every requirement or diversity of condition at each locality. The system of DEPs is expecte
8、d to be sufficiently flexible to allow individual operating companies to adapt the information set forth in DEPs to their own environment and requirements. When Contractors or Manufacturers/Suppliers use DEPs they shall be solely responsible for the quality of work and the attainment of the required
9、 design and engineering standards. In particular, for those requirements not specifically covered, the Principal will expect them to follow those design and engineering practices which will achieve the same level of integrity as reflected in the DEPs. If in doubt, the Contractor or Manufacturer/Supp
10、lier shall, without detracting from his own responsibility, consult the Principal or its technical advisor. The right to use DEPs is granted by SIOP, SIEP or SIC, in most cases under Service Agreements primarily with companies of the Royal Dutch/Shell Group and other companies receiving technical ad
11、vice and services from SIOP, SIEP or SIC. Consequently, three categories of users of DEPs can be distinguished: 1)Operating companies having a Service Agreement with SIOP, SIEP, SIC or other Service Company. The use of DEPs by these Operating companies is subject in all respects to the terms and con
12、ditions of the relevant Service Agreement. 2)Other parties who are authorized to use DEPs subject to appropriate contractual arrangements. 3)Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2) which requires that tenders for projects, materia
13、ls supplied or - generally - work performed on behalf of the said users comply with the relevant standards. Subject to any particular terms and conditions as may be set forth in specific agreements with users, SIOP, SIEP and SIC disclaim any liability of whatsoever nature for any damage (including i
14、njury or death) suffered by any company or person whomsoever as a result of or in connection with the use, application or implementation of any DEP, combination of DEPs or any part thereof. The benefit of this disclaimer shall inure in all respects to SIOP, SIEP, SIC and/or any company affiliated to
15、 these companies that may issue DEPs or require the use of DEPs. Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, DEPs shall not, without the prior written consent of SIOP and SIEP, be disclosed by users to any company or person whomsoeve
16、r and the DEPs shall be used exclusively for the purpose for which they have been provided to the user. They shall be returned after use, including any copies which shall only be made by users with the express prior written consent of SIOP and SIEP. The copyright of DEPs vests in SIOP and SIEP. User
17、s shall arrange for DEPs to be held in safe custody and SIOP or SIEP may at any time require information satisfactory to them in order to ascertain how users implement this requirement. All administrative queries should be directed to the DEP Administrator in SIOP. NOTE: In addition to DEP publicati
18、ons there are Standard Specifications and Draft DEPs for Development (DDDs). DDDs generally introduce new procedures or techniques that will probably need updating as further experience develops during their use. The above requirements for distribution and use of DEPs are also applicable to Standard

December 1998 Page 3 PART IINTRODUCTION 1.1SCOPE This DEP specifies
21、 requirements and gives recommendations for special purpose steam turbines. This DEP is a revision of the DEP of the same number dated December 1983. This DEP is based on API 612, fourth edition, June 1995. Part III of this DEP amends, supplements and deletes various clauses and paragraphs of API 61
22、2. 1.2DISTRIBUTION, INTENDED USE AND REGULATORY CONSIDERATIONS Unless otherwise authorised by SIOP/SIEP the distribution of this DEP is confined to companies forming part of the Royal Dutch/Shell Group or managed by a Group company, and to Contractors and Manufacturers nominated by them (i.e. the di
23、stribution code is “F“, as defined in DEP 00.00.05.05-Gen.). This DEP is intended for use in oil refineries, chemical plants, gas plants and in exploration and production facilities. If national and/or local regulations exist in which some of the requirements may be more stringent than in this DEP t
24、he Contractor shall determine by careful scrutiny which of the requirements are the more stringent and which combination of requirements will be acceptable as regards safety, environmental, economic and legal aspects. In all cases, the Contractor shall inform the Principal of any deviation from the
25、requirements of this DEP, which is considered to be necessary in order to comply with national and/or local regulations. The Principal may then negotiate with the Authorities concerned with the object of obtaining agreement to follow this DEP as closely as possible. 1.3DEFINITIONS The Contractor is
26、the party that carries out all or part of the design, engineering, procurement, installation, and commissioning or management of a project or operation of a facility. The Principal may sometimes undertake all or part of the duties of the Contractor. The Manufacturer/Supplier/Vendor is the party that
27、 manufactures or supplies equipment and services to perform the duties specified by the Contractor. The Principal is the party that initiates the project and ultimately pays for its design and construction. The Principal will generally specify the technical requirements. The Principal may also inclu
28、de an agent or consultant, authorised to act for the Principal. The word Shall indicates a requirement. The word Should indicates a recommendation. 1.4CROSS-REFERENCES Where cross-references to other parts of this DEP are made, the referenced section number is shown in brackets. Other documents refe

December 1998 Page 4 PART II GENERAL INFORMATION Part III of this DEP is written as amendments and supplements to API 612, Fourth Edition, June 1995. Wherever reference is made to API 612, it shall be understood to mean API 612 as amen
30、ded/supplemented by this DEP. For ease of reference, the clause numbering of API 612 has been used throughout Part III of this DEP. Clauses in API 612 which are not mentioned in this DEP shall remain valid as written. A bullet () in the margin against certain clauses in API 612 indicates that a deci
31、sion by the Principal is required. These decisions shall be indicated directly on the relevant data/requisition sheet when provisions are made for them; otherwise they shall be indicated on the data/requisition sheet(s) under the heading Additional Requirements or stated in the purchase order. December 1998 Page 5 PART III AMENDMENTS/SUPPLEMENTS TO API 612 SECTION 1 GENERAL 1.1SCOPE 1.1.2.1Replace the last sentence by: Requirementsforgeneral-purposesteamturbinesaredefinedinAPI611as amended/supplemented by DEP 31.29.60.30-Gen. 1.3CONFLICTING REQUIREMENTS Replace this clause
33、 by: In the case of conflict between documents relating to the inquiry or order, the following hierarchy of documents shall apply: -upper level:purchase order and variations thereto -second level:data/requisition sheets and drawings -third level:this DEP. 1.5REFERENCED PUBLICATIONS Add to this claus

December 1998 Page 6 SECTION 2 BASIC DESIGN 2.1GENERAL 2.1.1Add to this clause: Turbine ratings shall not exceed the limits of the vendors design, but shall be well within the range of the manufacturers actual experienc
35、e. Only equipment, which has proven its reliabilityin service, is acceptable. 2.1.4Add to item g.: The vendor shall specify the limits of variation from rated steam conditions, which the turbine can accept. 2.1.6Replace the second sentence by: After installation, the performance of the combined unit
36、s shall be the responsibility of the vendor who has been nominated as being responsible for the complete unit. 2.1.9Add to this clause: (a)All left-handed threads shall be clearly marked. (b)Any maintenance item heavier than 20 kg shall be provided with lifting lugs or similar dedicated fixed liftin
37、g point(s). Screw-in eyebolts are only acceptable for bearing housing covers and for internal components where other lifting arrangements are impractical. Holes for eyebolts shall be permanently marked with the correct bolt size to be used. If this marking is impractical, bolt size information shoul
38、d be clearly indicated in the instruction manual. 2.1.10Replace “minimise” by “prevent”. 2.1.12Replace this clause by: 2.1.12Noise Control 2.1.12.1 General The Contractor shall comply with DEP 31.10.00.31-Gen. and thereby communicate to the Vendor the specified equipment noise limitations by using d
39、ata sheet DEP 31.10.00.94- Gen., which forms part of the requisition. The Vendor is responsible for assuring that these equipment noise limitations have been specified. 2.1.12.2 Information to be submitted with the Tender The Vendor shall submit guaranteed sound power levels and sound pressure level
40、s of the equipment, together with any other relevant information as requested in the data sheet, DEP 31.10.00.94-Gen. The Vendor shall indicate what special silencing measures, if any, are proposed in order to meet the specified levels. If noise enclosures are supplied, the full access to the equipm
41、ent for maintenance purposes shall be ensured by means of an appropriate design (2.1.9). 2.1.13Replace this clause by: Motors, electrical components and electrical installations shall be in accordance with DEP 33.64.10.10-Gen. 2.1.15Add to this clause: Throughout the service life specified in (2.1.1
42、), spare parts for all components of the unit shall be available for purchase and all manufacturing drawings shall be retained. DEP 31.29.60.31-Gen. December 1998 Page 7 2.1.16Add new clause: The Vendor shall list in his proposal all detailed design and material changes that have been introduced in
43、the selected turbine design in similar machines in the last 5 years or which have not acquired at least 16 000 hours in operation. Although continuous developments by the manufacturer in his product line are recognised, these changes are subject to the Principals approval. At the discretion of the P
44、rincipal alternative designs may be requested, if the manufacturer fails to provide evidence of proven reliability. 2.1.17Add new clause: In the event of any design or manufacturing error, faulty material or damage relating to any turbine part, the component in question shall be replaced unless othe
45、rwise agreed by the Principal. Any proposal to recover the component rather than replace it, and the method of repair, shall be submitted to the Principal to obtain approval. Additional tests or calculations may be required to prove (a) the effectiveness of the repair, and (b) that there will be no
46、detrimental effect on the serviceability of the component. At the discretion of the Principal a temporary repair or recovery may be accepted subject to a later replacement of the complete component or assembly by the Vendor. 2.2PRESSURE CASINGS 2.2.5Add to this clause: Steam turbines with inlet pres
47、sures above 50 bar (ga) shall be equipped with pressure relief grooves at the splitline to minimise steam leakage. Re-torquing splitline bolting when hot is not acceptable as a means of achieving a seal tight joint. 2.2.8Add to this clause: If the steam chest is not an integral part of the casing it
48、 shall be dowelled with cylindrical dowels. 2.2.9Add to this clause: Inter-stage water passage holes in the wet region of a condensing turbine shall be stainless steel lined. 2.2.12.4 Add to this clause: Bolting at casing joints and main process connections shall be designed to be tensioned by an ap
49、proved hydraulic tensioning method and sufficient space shall be provided to facilitate the use of such equipment. Internal splitline bolts shall not be used. 2.3CASING APPURTANCES 2.3.2Replace last sentence by: Nozzles or blading shall be welded to the diaphragms. 2.3.3Add new clause: Diaphragm anti-rotation devices shall be mounted at the split joint. 2.3.4Add new clause: Diaphragm seats in the wet region of the flowpath shall be made from erosion resistant materials or shall have replaceable inserts.
