11、the IECQ. It cancels and replaces QC 001003 First edition 1988 and Amendment 2 1994. Several Guidance Documents in the first edition became obsolete and have been deleted. The remaining Guidance Documents have been renumbered, and the one on the description of technological areas in National Stateme
12、nts of Surveillance Arrangements has been up-dated. Otherwise there is no new material in this second edition. The text of this publication is based on the following document: DocumentReport on voting CMC/464/CDVCMC/490/RM item 9 Full information on the voting for the approval of this publication ca
13、n be found in the Minutes item indicated in the above table (CMC meeting in Seoul, May 1997). _ QC 001003 IEC: 1998- 5 - INTRODUCTION In cases where the Basic Rules and Rules of Procedure of the IECQ require amplification to ensure that the System operates in a uniform manner, the Certification Mana
14、gement Committee (CMC) may, in accordance with 2.9 of QC 001002-1, Rules of Procedure, Part 1, Administration, decide to approve the publication and implementation of a Guidance Document. A Guidance Document is one which amplifies points of detail contained in a Rule of Procedure. It shall not confl
15、ict with any of the Basic Rules or Rules of Procedure of the System, and it shall not impose any additional requirements or restrictions without the prior amendment of these Rules. Guidance Documents may be prepared by either the CMC or the Inspectorate Co-ordination Committee (ICC). They shall be s
16、ubmitted by the CMC to the voting procedures of 14.3 of the Basic Rules before publication and implementation. 21、the description of technological areas in National Statements of Surveillance Arrangements 3.1Scope This document gives guidance on the approval of candidate National Supervising Inspectorates (NSIs) and is also intended to be used by already approved NSIs as a model for their three-year updating of
22、 National Statements of Surveillance Arrangements (NSSAs). It refers especially to 1.2.2e) of QC 001002-3, Rules of Procedure, Part 3: Approval Procedures. 3.2Description of technological areas 3.2.1The Rules of Procedure, 1.2.2e) of QC 001002-3, require that an NSSA includes a statement of the tech
23、nological areas over which the NSI proposes to exercise jurisdiction, that is to say to exercise supervision and carry out audit testing.
