27、pecial interest therein are represented, express, as nearly as possible, an international consensus of opinion on the subjects dealt with. 2) They have the form of recommendations for international use and they are accepted by the National Committees in that sense. 3) In order to promote internation
28、al unification, the IEC expresses the wish that all National Committees should adopt the text o f the IEC recommendation for their national rules in so far as national conditions w i l l permit. Any divergence between the IEC recommen- dation and the corresponding national rules should, as far as po
29、ssible, be clearly indicated in the latter. PREFACE This report has been prepared by Sub-committee 13A, Integrating Meters, o f IEC Technical Committee No. 13, Measuring Instruments. Drafts were discussed at the meetings held in Budapest in 1970, in Stresa in 1971 and in Toronto in 1972. As a result
30、 of this latter meeting, a draft, document 13A(Central Office)35, was submitted to the National Committees for approval under the Six Months? Rule in July 1973. Ce rapport dcrit, en
33、dtail, des mthodes pour les essais et contrles de rception de compteurs de la classe 2, neufs, et livrs en grandes quantits. Dans ce rapport on a admis des limites derreur plus cartes que celles admises pour les essais de type, spcifies dans la publication approprie: - parce que les tolrances sur le
34、s conditions dessais de rception sont plus larges que celles admises pour les - parce que le dplacement de laxe des abscisses nest pas applicable aux essais de rception; - pour tenir compte de la manutention des compteurs. 2) Le prsent ;apport a t publi en vue dacqurir une certaine exprience des mth
35、odes dessai pour Iacceptation des compteurs (contrle 100% et contrle par chantillonnage). Lintention est de revoir le contenu du rapport et de supprimer lannexe A explicative; de plus, on envisagera alors de transformer le rapport en une norme. Compte tenu de ces remarques, les Comits nationaux sont
36、 invits faire connatre leurs observations dans trois ans. essais de type; 1: Domaine dapplication Les mthodes et procdures indiques dans ce rapport sont applicables aux compteurs induction, neufs, de la classe 2, branchement direct spcifis dans la Publication* 521 de la CEI, fabriqus et livrs en gra
37、ndes quantits. Elles dfinissent des rgles dacceptation par lacheteur, soit par un contrle loo%, soit par un contrle par chantillonnage. 2. Remarques dordre gnral 2.1 - contrle 100%; - contrle par chantillonnage. 2.2 Le contrle 100% consiste essayer tous les compteurs dun lot. 2.3 Le contrle par chan
38、tillonnage est fond sur les principes de statistique mathmatique, I1 en rsulte certains risques spcifis pour le fournisseur et pour le client. I1 est toutefois gnralement plus conomique que le contrle 100%. Dans ce rapport, le contrle par chantillonnage a t tudi de telle sorte que, en pratique, il p
39、ermette de juger la qualit des lots de compteurs avec une prcision voisine de celle permise par le contrle 100%. 2.4 Deux mthodes de contrle par chantillonnage sont dcrites: - contrle par attributs; - contrle par mesures. Ces deux mthodes ont t choisies de telle sorte que le jugement sur la qualit s
40、oit pratiquement le mme pour les deux mthodes. 2.5 I1 doit tre appliqu lorsque le caractre contrl nest pas mesurable. I1 doit galement tre appliqu dans le cas o un caractre tant mesurable, la distribution de ses valeurs ne suit pas la loi normale (Laplace-Gauss). I1 pourrait tre utilis, dans le cas
41、dune distribution sensiblement normale, la place du contr8le par mesures. Lavantage du contrle par attributs est la simplicit de son application. Scope The methods and procedures included in this report apply to newly manufactured direct connected induction type watthour meters of Class 2, covered by IEC Publication* 521, which are produced and delivered in large quantities. They provide for 100% inspection or sampling inspection for acceptance by the purchaser. 2.
