The existence of an IEEE Standard does not imply that there are no other ways to produce, test, measure, purchase, mar- ket,
8、 or provide other goods and services related to the scope of the IEEE Standard. Furthermore, the viewpoint expressed at the time a standard is approved and issued is subject to change brought about through developments in the state of the art and com- ments received from users of the standard. Every
9、 IEEE Standard is subjected to review at least every ve years for revision or reafrmation. When a document is more than ve years old and has not been reafrmed, it is reasonable to conclude that its contents, although still of some value, do not wholly reect the present state of the art. Users are ca

Comments for revision of IEEE Standards are welcome from any interested party, regardless of membership afliation with IEEE. Suggestions for changes in docu- ments should be in the form of a proposed change of text

When the need for interpretations is brought to the attention of IEEE, the Institute will initiate action to prepar

Since IEEE Standards represent a consensus of all concerned inter- ests, it is important to ensure that any interpretation has also received the concurrence of a balance of interests. For this reason IEEE and the members of its technical com- mittees are not able to provid

Work on this standard unofcially began with the Seminar on Waveform Recorder Measurement Needs and Techniques for Evaluation/Calibration, hosted by the Na
17、tional Bureau of Standards (now National Institute of Standards and Technology NIST) in 1981. Dissatised with the state of measurement standards and test techniques for waveform recorders, a group of concerned users, manufacturers, and researchers who attended the seminar formed a committee to cryst
18、allize waveform recorder specications and achieve con- sensus on them. This effort gathered additional members and became afliated with the IEEE Instrumenta- tion and Measurement Society in 1983. The initial work was completed in 1988, and a Trial-Use Standard was issued in July of 1989. Since that
19、time, the standard has been substantially revised, resulting in the cur- rent standard, which now has full-use status. The purpose of this standard is to provide common terminology and test methods for describing the perfor- mance of waveform recorders. Since these devices give digital answers that
20、are intended to be sent to a com- puter for analysis, this committee found it necessary to adopt an approach that is perhaps more highly analytical than approaches used by other instrumentation standards committees. A report on the users reac- tion to this approach and any additional feedback will b
