7、ry focus of the meeting. The STP 746 recommendations for each of these topics are included in this Meeting Report. A meeting of the Standards Technical Panel of UL for Plastic Materials was held on August 17, 2005 at the Embassy Suites Hotel in Orlando Florida. The purpose of the meeting was to disc
8、uss proposals that are relevant to the standards that are covered by the 746 STP which are UL 94, UL 746A, UL 746B, UL 746C, UL 746D, UL 1692 and UL 1694. The following report is not intended to be a verbatim transcript of the discussions at the meeting but is intended to record the signifi cant fea
9、tures of those discussions. CALL TO ORDER Mr. Bradley Schmidt, the Chairman for STP 746, called the meeting to order at 8:00 AM. The Chairman welcomed the STP members and guests and then asked everyone to introduce themselves. The Chairman indicated that the purpose of the meeting was to 1) hear the
10、 reports of the previously appointed Task Groups, 2) discuss each of the proposals and discussion items on the agenda and 3) discuss any proposals presented under New Business, time permitting. The Chairman explained that the author of the proposal would present each proposal. The STP would then hav
11、e the opportunity to comment on the proposal. After this discussion, the author of the proposal may modify, withdraw, or proceed unchanged with his proposal. When necessary, proposals would be assigned to a Task Group for further development REPORTS ON TASK GROUPS UL reported on two exiting Task Gro
12、ups (previously referred to as Ad Hoc Groups or Working Groups) that had been established to assist in the investigation into specifi c issues of interest to the STP. Task Groups generally look into the specifi c issues and then make a recommendation to the STP which can then be considered further.
13、For convenience, these reports are summaries located towards the end of this Meeting Report in a section titled “Task Groups”. DISCUSSION OF PROPOSALS 1. Miscellaneous Revisions to UL 94 MEETING DISCUSSION Since the last meeting, UL has been accumulating proposals to UL 94, the Standard for Safety f
14、or Tests for Flammability of Polymeric Materials for Parts in Devices and Appliances. At the meeting, the UL Technical Representative presented these proposals. The proposals for Preliminary Review are shown in the second (smaller) Table below. The other proposals for UL 94 (shown in the fi rst Table below)
16、will be balloted, in a Proposal Review Work Area in CSDS, in the near future. The sample selection hierarchy that was proposed seemed to refl ect an end-product testing approach rather than a preselection test approach. A Task Group was formed to look in
34、to the matter and make a recommendation to the STP. The membership of the Specimen Hierarchy Task Group is shown at the end of this document and it should be noted that this is the same group that is looking into a similar issue in UL 746A. As soon as the Task Group makes its recommendation for thos

36、Removal of Conformal Coating Test Descriptions in Sections 43 and 70 (UL 746C) MEETING DISCUSSION Originally, the Conformal Coating Test was added to UL 746C; however, over the years it was also added to UL 746E, the Standard for Safety for Polymeric Materials - Industrial Laminates, Filament Wound
37、Tubing, Vulcanized Fibre and Materials Used in Printed-Wiring Boards. At this point in time, there is no longer any reason to maintain the duplicate test methods in both standards. UL therefore proposed that the test methods in Sections 43 and 70 of UL 746C be deleted except for a brief reference to
38、 the overall test program and the fact that the actual test requirements will now be in UL 746E. This proposal will be balloted, in a Proposal Review Work Area in CSDS, in the near future. 3. Modifi cation of UL 94 Scope to Express Relationship to UL 1694 MEETING DISCUSSION UL has received requests
39、to make clarifi cations so that it is clearer when UL 94, the Standard for Tests for Flammability of Plastic Materials for Parts in Devices and Appliances is to be used versus when UL 1694, the Standard for Tests for Flammability of Small Component Materials is to be used. The scope of UL 1694, in p
40、articular paragraph 1.2, adequately delineates the part size (volume) that it is intended to be covered. On the other hand, UL 94 does not call attention to the fact that UL 1694 should be used to test small polymeric components. UL is therefore proposing the addition of paragraph 1.2A to the scope
41、of UL 94. This proposal will be balloted, in a Proposal Review Work Area in CSDS, in the near future. 4. Changes in UL 746C to Align with IEC Standards MEETING DISCUSSION To maximize harmonization of UL 746C with other internationally used standards, UL is proposing the following: (1) to update the
42、defi nition for IEC Glow Wire Ignitability Temperature (GWIT) in 3.20 to align with the defi nition in IEC 60695-2-13, (2) to update the defi nition for IEC Glow Wire Flammability Index (GWFI) in 3.21 to align with the defi nition used in IEC 60695-2-12 and (3) change the term Ignitability to Igniti
43、on in 5.3.1 (this is being done in conjunction with the change mentioned in (1). This proposal will be balloted, in a Proposal Review Work Area in CSDS, in the near future. 5. Editorial Correction for UL 746B MEETING DISCUSSION During the last proposal for UL 746B, several STP members brought a typo
44、graphical error to ULs attention that is now being addressed by this revision of 18.11 in UL 746B. This proposal will be sent out for balloting, in a Proposal Review Work Area, in the near future. 45、ifi cation of VTM Test for Samples Containing Coatings or Adhesives (UL 94) MEETING DISCUSSION At a previous meeting, the question came up as to whether, for samples containing coatings or adhesives, the specimen should be tested with the coating/adhesive on the inside (so it will be on the inside o
46、f the tube or cone formed by the wrapped specimen) or whether it should be on the outside. At the meeting, it was not clear whether the adhesive-in or adhesive-out was the worst-case scenario. UL also indicated that, once the adhesive is wrapped around the mandrel, it could be difficult to separate
47、the two. At the conclusion of the discussion, the STP did not recommend that the requirement be clarifi ed at this time. At present, there does not seem to be any data that would suggest that one method produces different results from the other. It should also be noted that the technician, if there
48、is any question as to what the worst-case scenario is, has the option of testing the samples in both orientations. Based on the STP input, no further activity is warranted at this time. 7. Clarifi cation of 127 mm (5-inch) Flame Test (UL746C) MEETING DISCUSSION The current evaluation criteria for th
49、e 127 mm (5-inch) fl ame test in item c) of 17.1 in UL 746C can be considered somewhat vague. UL presented a proposal to the STP intended to clarify the current application when end product standards do not provide additional guidance. This proposal will be balloted, in a Proposal Review Work Area in CSDS, in the near future. 8. Dynamic Mechanical Analysis (DMA) as a Method for Evaluating Performance at Temperature MEETING DISCUSSION This topic was initially discussed at the previous STP Meeting held on May 8, 2003, and reported in the Meeting Report d
