3、TOPICS This bulletin proposes the following changes in requirements: I) Revisions to address the risk of injury to persons crawling under a stopped, partially open garage door. COMMENTS DUE: January 2,2004 The attached comment matrix provides the comment dispositions from the canvass of the proposal
4、 bulletin dated June 16, 2003. The ballots were due to the Secretary by September 5, 2003. The matrix contains all of the comments that were received in regards to Topic 2. Where a comment has resulted in a proposed change, the proposal is included in Appendix B. The revised effective date is noted
5、in Appendix C. Questions regarding interpretation of requirements should be directed to the responsible UL Staff. Please see Appendix D of this bulletin regarding designated responsibility for the subject product categories. If you wish to change your vote in light of the dispositions/actions or the
6、 proposed changes, please respond to us in writing by January 2, 2004. If we do not hear from you by this date, your original vote will be maintained. UL has considered the comments received in response to Topic 1 of the June 16, 2003 bulletin, and at the request of the submitter, has decided to wit
7、hdraw the proposals from ANSI consideration. The proposals, along with the comments received, will be
9、sent back to the original submitter for possible further development. The voting for Topic 2 presently is as follows: 13 affirmative, 10 negatives, 3 abstentions, and 6 unreturned ballots. Once UL has determined that consensus has been achieved regarding the ANSI approval of the proposed revisions t
10、o UL 325 in Topic 2 and the STP concurs with the actions/ dispositions, UL plans to adopt the revised version of UL 325 as an ANSI standard. You have the right to appeal this action on a procedural basis through ULs Appeals Process. If you wish to appeal, please respond by December 26, 2003. Please
11、note only appeals based on procedural issues will be heard, technical issues should be resolved at the consensus body level. Murphy Topic 2 The CPSC staff believes that for inherent entrapment protection systems the standard should require four inches of reversal rather
18、 than the two inches currently specified on the ballot. In the case of soft tissue, it may be possible to compress the tissue over two inches before the inherent system is triggered to recognize an obstruction. A reversal of more than two inches may be necessary to completely free an entrapped perso
19、n. No specific revision provided. The intent of the proposal was for the 2-inch reversal to visually indicate to someone that the door was reversing off of an obstruction and thereby reduce the risk of a panic situation. The STP task group, which included a human factor engineer, fully discussed the
20、 2-inch parameter and consensus was reached that 2 inches would be an adequate reversal distance. In addition, a 2-inch reversal is consistent with what is presently required for gate operators. 22、ntinued ParaaraDh 32.2.1 : This paragraph removes the time for an operator to coming up to speed prior to sensing the obstruction. This physical requirement of the system is recognized as the standard allows for 1 foot of travel from the full upmost position prior to the 2 second time limit. We coul
23、d support this change if the time were changed to 3 seconds to allow for the system to achieve its operating condition. There is also no clear definition of what is meant by ”shall initiate reversal of the door.” No specific revision provided. It is ULs understanding that both comments are concerned
24、 with regards to a clearer definition of what constitutes initiation of a reversal. Therefore.
