10、esters for Alternating Current Power Circuits. Attached as Appendix F is a list of those who attended the meeting. MEETING CALL TO ORDER, ANNOUNCEMENTS, INVITATION OF MEMBERS, GUESTS, OBSERVERS John Thompson, Chair of the Standards Technical Panel for Transient Voltage Surge Suppres
13、sors, called the meeting to order at 8:30 A.M. After making announcements and explaining the rules of the meeting, the Chair introduced himself, the outgoing Primary Designated Engineer and the incoming Primary Designated Engineer, and the Secretary. The Chair then asked members to introduce themsel
14、ves. A roster was posted for members to review for accuracy and initial, indicating their presence at the meeting. ANNOUNCEMENTS FROM THE SECRETARY STP BALANCE- The current balance of this STP is 53 percent Producer, 25 percent User, and 22 percent General Interest. ULs goal is equal interest partic

CLARIFICATION OF UL 96A REQUIREMENTS DISCUSSION AND RATIONALE In December 2002 UL issued an industry bulletin under UL 96A, Installation Requirements for Lightning Protection Systems, with a section on Surge Pr
17、otection Clarifi cation. The section stated, TVSS devices that are Listed only under UL 1449, Transient Voltage Surge Suppressors, are not suitable for Lightning protection. As a direct result of this UL 96A bulletin, a review of transient voltage surge suppressors (TVSS) and surge arresters require
18、ments and practice was initiated. Historically, TVSS devices have been installed at the main service entrance (on the load side of the main overcurrent protective device) and on panels and sub panels within a facility. Due to the UL 96A bulletin, facilities with TVSS devices installed, as stated abo
19、ve, were no longer eligible for labeling under the UL Master Label Certifi cation for Lightning Protection Systems. Only facilities where surge arresters are installed are considered eligible for the UL Master Label Certifi cation for Lightning Protection program. This issue was raised and discussed
20、 at the May 16, 2003 STP 1449 meeting in St. Pete Beach Florida and a Working Group (see appendix D) was formed to address it. The working group proposed wording to be incorporated into UL 96A, which would allow TVSS products, located on the load side of the facilities main overcurrent device, to be
21、 used for UL Master Label Certifi cation for Lightning Protection. The wording was circulated internally to the designated engineers at each UL office for comments. The responses indicated that the wording could not be added without additional rationale. Consequently the issue was not resolved prior
22、 to this STP meeting and remained an active agenda item. UL presented a table comparing the tests conducted for secondary surge arresters under C62.11-1993, and C62.34, and for TVSS devices under UL 1449. An expanded table was provided by an STP member and is currently under review by UL staff. This
23、 table will be shared with the Working Group. The objective of this comparative review is to document the testing similarities and differences between these two categories in order to ultimately assess protection equivalency. Once established, a determination can be made regarding the suitable insta
24、llation location of the TVSS device and revision to UL 96A. This information is required in order for Lightning Protection Systems utilizing TVSS devices to be eligible for the UL Master Label Certifi cation for Lightning Protection Systems. Discussion also took place on the historical use of surge
