Lesson 1 A private conversation 私人谈话 Last week I went to the theatre. I had a very good seat.  The play was very interesting. It was my aunt Lucy.' I've just arrived by train,' she said. 'I'm coming to see you.' 'But I'm still having breakfast,' I said.'What are you doing ?' she asked. ' I'm having breakfast,' I repeated.'Dear me,' she said. 'Do you always get up so late ? It's one o'clock!''Lesson 3 Please send me a card 请给我寄一张明信片 Postcards always spoil my holidays. Last summer, I went to Italy. I visited museums and sat in public gardens. A friendly waiter taught me a few words of  Italian. 'Then he lent me a book. I read a few lines, but I did not understand a word. Every day I thought about postcards. My holidays passed quickly, but I did not send any cards to my friends. On the last day I made a big decision. I got up early and bought thirty-seven cards. I spent the whole day in my room, but I did not write a single card !Lesson 4 An exciting trip 激动人心的旅行I have just received a letter from my brother, Tim. He is in Australia. He has been there for six months. Tim is an engineer. He is working for a big firm and he has already visited a great number of different places in Australia. He has just bought an Australian car and has gone to Alice Springs, a small town in the centre of Australia. He will soon visit Darwin. From there, he will fly to Perth.  My brother has never been abroad before, so he is finding this trip very exciting.Lesson 5 No wrong numbers 无错号之虞 Mr James Scott has a garage in Silbury and now he has just bought another garage in Pinhurst. Pinhurst is only five miles from Silbury, but Mr Scott cannot get a telephone for his new garage, so he has just bought twelve pigeons. Yesterday, a pigeon carried the first message from Pinhurst to Silbury. The bird covered the distance in three minutes. Up to now, Mr Scott has sent a great many requests for spare parts and other urgent messages from one garage to the other. In this way, he has begun his own private telephone service.Lesson 6 Percy Buttons 珀西·巴顿斯I have just moved to a house in Bridge Street. Yesterday a beggar knocked at my door. He asked me for a meal and a glass of beer. In return for this, the beggar stood on his head and sang songs. I gave him a meal. He ate the food and drank the beer. Then he put a piece of cheese in his pocket and went away. Later a neighbour told me about him. Everybody knows him. His name is Percy Buttons. He calls at every house in the street once a month and always asks for a meal and a glass of beer.   Lesson 7 Too late 为时太晚  The plane was late and detectives were waiting at the airport all morning. They were expecting a valuable parcel of diamond from South Africa. A few hours earlier, someone had told the police that thieves would try to steal the diamonds. When the plane arrived, some of the detectives were waiting inside the main building while others were waiting on the airfield. Two men took the parcel off the plane and carried it into the Customs House. While two detectives were keeping guard at the door, two others opened  the parcel. To their surprise, the precious parcel was full of stones and sand!   Lesson 8 The best and the worst 最好的和最差的 Joe Sanders has the most beautiful garden in our town. Nearly everybody enters for 'The Nicest Garden Competition' each year, but Joe wins every time. Bill Frith's garden is larger than Joe's. Bill works harder than Joe and grows more flowers and vegetables, but Joe's garden is more interesting. He has made neat paths and has built a wooden bridge over a pool. I like gardens too, but I do not like hard work. Every year I enter for the garden competition too, and I always win a little prize for the worst garden in the town!   Lesson 9 A cold welcome 冷遇 On Wednesday evening, we went to the Town Hall. It was the last day of the year and a large crowd of people had gathered under the Town Hall clock. It would strike twelve in twenty minutes' time. Fifteen minutes passed and then, at five to twelve, the clock stopped. The big minute hand did not move. We waited and waited, but nothing happened. Suddenly someone shouted, 'It's two minutes past twelve! The clock has stopped!' I looked at my watch. It was true. The big clock refused to welcome the New Year. At that moment everybody began to laugh and sing.   Lesson 10 Not for jazz 不适于演奏爵士乐 We have an old musical instrument. It is called a clavichord(翼琴). It was made in Germany in 1681. Our clavichord is kept in the living-room. It has belong to our family for a long time. The instrument was bought by my grandfather many years ago. Recently it was damaged by a visitor. She tried to play jazz on it! She struck the keys too hard and two of the strings were broken. My father was shocked. Now we are not allowed to touch it. It is being repaired by a friend of my father's.   Lesson 11 One good turn deserves another 礼尚往来 I was having dinner at a restaurant when Harry Steele came in. Harry worked in a lawyer's office years ago, but he is now working at a bank. He gets a good salary, but he always borrows money from his friends and never pays it back. Harry saw me and came and sat at the same table. He has never borrowed money from me. While he was eating, I asked him to lend me &2. To my surprise, he gave me the money immediately. 'I have never borrowed any money from you,' Harry said, 'so now you can pay for my dinner!'   Lesson 12 Goodbye and good luck 再见，一路顺风 Our ncighbour, Captain Charles Alison, will sail from Portsmouth tomorrow. We shall meet him at the harbour early in the morning. He will be in his small boat, Topsail.Tapsail is a famous little boat. It has sailed across the Atlantic many times. Captain Alison will set out at eight o'clock so we shall have plenty of time. We shall see his boat and then we shall say good-bye to him. He will be away for two months. We are very proud of him. He will take part in an important race across the Atlantic.   Lesson 13 The Greenwood Boys 绿林少年 The Greenwood Boys are a group of popular singers. At present, they are visiting all parts of the country. They will be arriving here tomorrow. They will be coming by train and most of the young people in the town will be meeting them at the station. Tomorrow evening they will be singing at the Workers' Club. The Greenwood Boys will be staying for five days. During this time, they will give five performances. As usual, the police will have a difficult time. They will be trying to keep order. It is always the same on these occasions.   Lesson 14 Do you speak English? 你会讲英语吗？ I had an amusing experience last year.  After I had left a small village in the south of France, I drove on to the next town. On the way, a young man waved to me. I stopped and he asked me for a lift. As soon as he had got into the car, I said good morning to him in French and he replied in the same language. Apart from a few words, I do not know any French at all. Neither of us spoke during the journey. I had nearly reached the town, when the young man suddenly said, very slowly, 'Do you speak English?' As I soon learnt, he was English himself!   Lesson 15 Good news 佳音  The secretary told me that Mr. Harmsworth would see me. I felt very nervous when. I went into his office. He did not look up from his desk when I entered. After I had sat down, he said that business was very bad. He told me that the firm could not afford to pay such large salaries. Twenty people had already left. I knew that my turn had come. 'Mr. Harmsworth,' I said in a weak voice. 'Don't interrupt,' he Said. Then he smiled and told me I would receive an extra &100 a year!   Lesson 16 A polite request 彬彬有礼的要求 If you park your car in the wrong place, a traffic policeman will soon find it. You will be very lucky if he lets you go without a ticket. However, this does not always happen. Traffic police are sometimes very polite. During a holiday in Sweden, I found this note on my car:' Sir, we welcome you to our city. This is a "No Parking" area. You will enjoy your stay here if you pay attention to our street signs. This note is only a reminder.' If you receive a request like this, you cannot fail to obey it!   Lesson 17 Always young 青年常驻 My aunt Jennifer is an actress. She must be at least thirty-five years old. In spite of this, she often appears on the stage as a young girl. Jennifer will have to take part in a new play soon. This time, she will be a girl of seventeen. In the play, she must appear in a bright red dress and long black stockings. Last year in another play, she had to wear short socks and a bright, orange-coloured dress. If anyone ever asked her how old she is, she always answers, 'My dear, it must be terrible to be grown up!'   lesson18 He often does this! 他经常干这种事！ After I had had lunch at a village inn, I looked for my bag. I had left it on a chair beside the door and now it wasn't there ! As I was looking for it, the inn-keeper came in. 'Did you have a good meal ?' he asked. 'Yes, thank you,' I answered, 'but I can't pay the bill. I haven't got my bag.' The inn-keeper smiled and immediately went out. In a few minutes he returned with my bag and gave it back to me. 'I'm very sorry,' he said ' My dog had taken it into the garden. He often does this.'   Lesson19 Sold out 票已售完 'The play may begin at any moment,' I said.   'It may have begun already,' Susan answered. 'I hurried to the ticket-office. 'May I have two tickets please ?' I asked. 'I'm sorry, we've sold out,' the girl said. 'What a pity!' Susan exclaimed. Just then, a man hurried to the ticket-office. 'Can I return these two tickets?' he asked. 'Certainly,' the girl said. 'Could I have those two tickets please ?' I asked. 'Certainly, 'the girl said, 'but they are for next Wednesday's performance. 'I might as well have them,' I said sadly.   Lesson20 One man in a boat 独坐孤舟 Fishing is my favourite sport. I often fish for hours without catching anything. But this does not worry me. Some fishermen are unlucky. Instead of catching fish, they catch old boots and rubbish. I am even less lucky. I never catch anything-not even old boots. After having spent whole mornings on the river, I always go home with an empty bag. 'You must give up fishing!' my friends say.' It's a waste of time.' But they don't realize one important thing. I'm not really interested in fishing. I am only interested in sitting in a boat and doing nothing at all !   Lesson21 Mad or not? 是不是疯了？ Aeroplanes are slowly driving me mad. I live near an airport and passing planes can be heard night and day. The粮食主产区、基本农田保护区安徽省*市*区*镇土地整理项目可行性研究报告1综合说明1.1项目名称安徽省*市*区XX镇土地整理项目1.2项目类型土地整理1.3项目性质重点项目1.4项目建设规模项目建设规模为N公顷。1.5项目区的位置和范围项目区位于安徽省*市*区XX镇北部的X村，XX村两个行政村范围内，其四至为东临N村到NN村主要道路、西接NN河、南抵NN沟、北靠N河，介于北纬33°4930至33°5043、东经117°1115至117°1516之间。1.6项目所在地区地貌类型和项目区的地貌类型项目区位于安徽省淮北平原东北部，为历史上黄泛区的淤积平原。项目区平面为四边形，东西长2350m，南北长2250m，整个地势较为平坦，但西部地面高程稍高于东部0.5m左右，项目区内地面高程在25.0m左右。1.7项目区土地权属状况项目区土地为X村、XX村两个村集体所有，土地权属界线清楚，面积准确。集体所有权已在1997年进行了所有权登记发证，土地承包权已于1997年发包到户。1.8项目区新增耕地面积、新增耕地比例项目区经规划整理后新增耕地面积为N公顷，新增耕地率为N%。1.9项目区主要建设内容项目区主要建设内容有土地平整，农田水利，道路交通和林网建设等四个方面。土地平整-通过对项目区土地利用进行规划，对零星地类，废弃的坑塘，沟渠，断头路及零星未利用地进行整理使其变为耕地，使土地利用结构趋于合理。现有耕地的平整，可提高农业灌溉效率，实现节约用水，提高农作物产量。为此需平整土地面积N公顷，完成土方工程N万m3 。农田水利-农田水利工程完善是确保项目区粮食稳产丰收的基础，因此必须加强农业基础设施的建设，提高抗御自然灾害（旱与涝）的能力。为解决灌溉水源，拟对项目区地下水资源进行科学合理的开发利用，根据项目区供需水量要求计算结果，共需要72眼井，除对现有15眼机井进行改造配套利用外，计划新挖机井57眼；为解决排涝问题，提高除涝能力，需要在项目区建立通畅的排水系统工程，使项目区内各田块的积水通过排水系统排入团结沟，最后汇入方河河道。为了加强项目区的农业基础设施建设，满足规划后农业用电需求，需对项目区现有的电网进行扩建增容。道路交通与林网工程-项目区现有的田间路网布局不尽合理，质量较差，如路网未联通，断头路较多，路面结构为土质，雨后泥泞，给农民的生产生活带来不便。因此本着尽量利用和改造现有道路，节约占地的原则，按照规范标准修建田间道路，满足农民的生产生活的需要。同时要配套完善项目区林网工程的建设。1.10项目区整理前后耕地质量变化情况项目区在整理前，耕地质量按照高产田和中低产田所占面积的百分比来讲，高产田占总面积的10%左右，通过项目实施后，高产田面积将增加到总面积的40%以上，原有低产田全部改造为中高产田。项目区将由一个“易旱、易涝、低产”的局面，变为旱涝保收、稳产高产的粮食生产基地。1.11项目区建设目标项目区经过土地整理后，将达到以下目标：（1）提高项目区的土地利用率。经过土地整理后项目区新增耕地面积N公顷，新增耕地率N%，项目区耕地质量得到明显的提高。（2）改善项目区的生态环境。田块规整、路网相通、林木成行、水利设施配套，田间道路通畅、水资源合理利用能力大大提高。（3）改善了群众生产条件和生活环境，农民收入稳步增长，为新农村各项建设奠定一定的物质基础。1.12项目区建设工期项目区建设期为1年。1.13项目估算投资项目总投资N万元，亩均投资N元。2项目背景2.1项目所在区简况2.1.1地理位置*区地处北纬33°17-34°05、东经116°05-117°26之间，位于淮北平原的东北部，北靠徐州市，西邻淮北市，南毗蚌埠市，东接灵璧县。2.1.2自然条件*区地形地貌以平原为主，占*区土地总面积的80.27%。该区西北部与东北部有低山残丘分布，残丘占19.73%。土壤种类较多，但以普通砂姜黑土和黄潮土为主。气候属暖温带半湿润季风气候区，实际日照时数在2200-2500小时之间，常年气温平均14.4，多年平均降雨量887.1毫米，全年0活动积温为5283.9。因此，光、热、水、气等气候条件可基本满足农作物一年两熟的需要。生物资源、矿产资源都比较丰富。2.1.3社会经济条件据统计，2003年底*区实有耕地N公顷，全区总人口N万人，其中农业人口N万人，人均耕地面积N亩。年全区GDP为N亿元，其中第一产业占N%，第二产业占N%，第三产业占N%，年粮食总产量为N万吨，油料为N万吨，棉花为N吨。近年来在国家惠农政策贯彻下，粮油棉产量已呈上升趋势。2.1.4 土地利用情况全区土地总面积为N公顷，其中农用地面积占全区总面积的N%（耕地面积占全区总面积的N%），居民点、工矿用地及交通用地占全区总面积的N%，水域面积占全区总面积的N%，未利用地占全区总面积的N%。2.2项目提出的缘由该项目区从土地资源节约利用，基础设施需要建设，生态环境需要改善，新农村建设要起步等方面均要求提出这个项目。（1）要提高土地利用率，增加有效耕地面积，提高耕地质量从项目区现状可以明显地看出项目区内有大量废弃的坑塘及未利用地，通过整理后将增加有效耕地面积N公顷，新增耕地率为N%。耕地是农业生产的基础，基本农田是耕地的重要部分，是耕地中的精华。因此，增加耕地面积，改善农业生产条件，提高耕地质量是一项关系到项目区未来人口增长和农业发展的大事（2）要增加农田基础设施建设，完善农田配套工程，改善项目区农业生产条件作为国家的粮食主产区和基本农田保护区，就必然要求项目区具有良好的耕作环境和农业生产的配套措施，但从目前来看，项目区农田基础设施仍较为脆弱，与抗御普通的自然灾害，确保农田稳产高产仍有较大的差距。迫切需要加强基础设施建设，完善农田配套工程，改善农业生产条件。（3）从配合贯彻新农村建设的主要内容和要求来说，也迫切需要提出这个项目要调整目前的农业生产结构，改变土地利用方式，改善生态环境包括人居环境，促进农业增收和农业经济发展，土地整理项目的落实是配合和贯彻新农村建设当中的一项极其重要的工作。如上所述，从我国“人口、资源、环境、发展”未来所面临的矛盾与挑战，提出与落实土地整理项目，是落实耕地总量动态平衡战略决策的重要举措。2.3可行性研究报告编制依据2.3.1法律法规1.中华人民共和国土地管理法2.中华人民共和国土地管理法实施条例3.基本农田保护条例4.中华人民共和国农业法5.中华人民共和国森林法6.中华人民共和国水土保持法7.中华人民共和国环境保护法8.安徽省实施中华人民共和国土地管理法办法；2.3.2相关政策1.国土资源部关于进一步加强土地开发整理管理工作的通知国土资发1998166号；2.关于切实做好耕地占补平衡工作的通知国土资发199939号；3.新增建设用地土地有偿使用费收缴使用管理办法；4.土地开发整理项目资金管理办法等。2.3.3相关规划1.*区土地利用总体规划（19962010年）；2.*区基本农田保护区规划（19962010年）；3.XX镇土地利用总体规划（19962010年）；4.XX镇基本农田保护区规划（19962010年）；2.3.3技术标准1.土地开发整理规划编制规程（TD/T10112000）2.土地开发整理项目规划设计规范（TD/T10122000）3.土地开发整理项目验收规程（TD/T10132000）4.国家投资土地开发整理项目预算定额标准5.地形图图式（GBT79291995）；6.水土保持综合治理、技术规范、小型蓄排水工程（GBT16453.41996）7.灌溉与排水工程设计规范（GB502881999）；8.渠道防渗工程技术规范（SL731995）。2.3.4相关基础资料1.*区土地资源调查报告（2005年）；2.*区农用地分等定级报告（2005）；3.*区社会经济发展“十一五规划”和2010年远景目标纲要；4.*区统计年鉴（2003年）；5.*区农业发展规划；6.*区水利综合规划（19962001年）；7.N县土壤（1982年）；8.项目区1：10000土地利用现状更新调查图（2005年10月）；9.项目区1：10000地形图。3项目区概况3.1自然条件
