It is the UK implementation of EN 12566-3:2005. It supersedes BS 7781:1994 which is withdrawn. EN 12566-3 is a candidate harmonized European Standard and fully takes into account the requirements of the European Commission mandate M/118 Wastewater engineering products as amended by M/139, given under the EU Construction Products Directive (89/106/EEC) and is intended to lead to CE marking. The date of applicability of EN 12566-3 as a harmonized European Standard, i.e. the date after which this standard may be used for CE marking purposes, is subject to an announcement in the Official Journal of the European Communities. The Commission in consultation with Member States have agreed a transition period for the coexistence of harmonized European Standards and their corresponding national standard(s). It is intended that this period will comprise a period, usually nine months after the date of availability of the European Standard, during which any required changes to national regulations are to be made, followed by a further twelve-month period for the implementation of CE marking. At the end of this coexistence period, the national standard(s) will be withdrawn. EN 12566-3 is the subject of transitional arrangements agreed under the Commission mandate. In the UK the corresponding national standard is BS 7781:1994 which is withdrawn on publication of amendment no. 1:2007 (which revises the content of this national foreword). Regulatory authorities for the control of pollution in the United Kingdom normally require treatment plants conforming to BS EN 12566-3:2005 to be demonstrated as capable of producing a minimum effluent discharge quality of 20/30/20 (Biochemical Oxygen Demand/Suspended Solids/Ammoniacal Nitrogen in mg/l). A regulatory authority may deem a place of installation to require a higher performance and so prescribe a more stringent site-specific effluent discharge quality. Prior consultation is advisable. The three regulatory authorities were represented during the drafting of the above statement and are the Environment Agency of England and Wales, the Environment and Heritage Service of the Department of the Environment Northern Ireland, and the Scottish Environment Protection Agency. The UK participation in its preparation was entrusted to Technical Committee B/505, Wastewater engineering. A list of organizations represented on this committee can be obtained on request to its secretary. This publication does not purport to include all the necessary provisions of a contract. EN 12566-3:2005 (E) 4 Foreword This European Standard (EN 12566-3:2005) has been prepared by Technical Committee CEN/TC 165 “Wastewater engineering”, the secretariat of which is held by DIN. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by January 2006, and conflicting national standards shall be withdrawn at the latest by July 2008. This European Standard has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association, and supports essential requirements of EU Directive(s). For relationship with EU Directive(s), see informative Annex ZA, which is an integral part of this European Standard. This European Standard provides the general requirements for packaged and/or site assembled treatment plants used for domestic wastewater treatment up to 50 PT (see Clause 1 “Scope“). The standard EN 12566 “Small wastewater treatment systems up to 50 PT“ contains the following Parts: Part 1: Prefabricated septic tanks; NOTE 1 This part specifies the requirements and test methods for prefabricated septic tank units. Part 2: Soil infiltration systems NOTE 2 This CEN/TS is a Code of Practice for in-situ constructed soil infiltration systems. No treatment requirements are specified. Part 3: Packaged and/or site assembled domestic wastewater treatment plants; NOTE 3 This part specifies the requirements and test methods used to evaluate packaged wastewater treatment plants which are required to treat sewage to a predetermined standard. The following Parts are in preparation: Part 4: Septic tanks built in situ from prefabricated kits Execution standard; Part 5: Pre-treated Effluent Filtration systems. Figure 1 shows the relationship between the parts of EN 12566. Figure 1 Scheme related to the arrangement of the parts of EN 12566 Licensed copy:PONTYPRIDD COLLEGE, 27/01/2008, Uncontrolled Copy, © BSI EN 12566-3:2005 (E) 6 1 Scope This European Standard specifies requirements, test methods, the marking and evaluation of conformity for packaged and/or site assembled domestic wastewater treatment plants (including guest houses and businesses) used for populations up to 50 inhabitants. Small wastewater treatment plants according to this European Standard are used for the treatment of raw domestic wastewater. It covers plants with tanks made of concrete, steel, PVC-U, Polyethylene (PE), Polypropylene (PP) and Glass Reinforced Polyester (GRP-UP). The test methods specified in this European Standard establish the performance of the plant, needed to verify its suitability for the end use (see 3.1). This European Standard applies for small wastewater treatment plants for use buried in the ground where no vehicle loads are applied to the product. This European Standard applies to plants where all prefabricated components are factory or site-assembled by one manufacturer and which are tested as a whole. NOTE In some countries, domestic wastewater treatment plants are followed by other systems to conform to national regulations. 2 Normative references The following referenced documents are indispensable for the application of this European Standard.
