TC 79 agreed that a TS would have two year life span and then be converted to an EN. The deadline for submission of the standard was August 2006. The standard has been submitted six months late due to the unfortunate cancellation of the June WG 2 meeting and the need to hold a joint meeting with WG 1 and WG 3. From the outset WG 2 agreed that the prEN should remove all mistakes and contradictions from the published TS and that WG 2 should consider comments from NCs. I am pleased to say that WG 2 has achieved this goal. WG 2 also took the deliberate decision not to add additional requirements or significant changes in the prEN. The intention has always been that more radical changes could be put forward as an amendment at a later date. This amendment could also, if necessary, deal with any issues arising as a result of the subsequent publication of other standards within the 50131 series, (however all the major issues from a WG 2 perspective were addressed during the joint meeting held in January). Within WG 2 there have been several recent debates as to whether the submission should be delayed until other standards in the series have been completed and a list of further improvements added to the standard. I am firmly of the belief that further improvements should be addressed in a controlled manner and that rushing them through in a short time frame will create further problems. Rest assured that all requests for further improvements will be discussed within WG 2 and considered for inclusion in the amendment. The submitted draft is a very significant improvement on the published TS, especially from the point of view of clarity of understanding. I am sure that all countries currently using the TS or intending to use the EN will strongly welcome the new draft, and that all NCs which are committed to the principle of ENs will see the many advantages the submitted draft brings and therefore vote positive. All the test parameters specified shall carry a general tolerance of ± 10 % unless otherwise stated.
