This document is currently submitted to the CEN Enquiry. This document (prEN 15695) consists of the following parts, under the general title Agricultural tractors and self-propelled machinery Protection against hazardous substances: Part 1: Cab classification, requirements and test procedures Part 2: Air purifying devices Licensed Copy: London South Bank University, London South Bank University, Tue Jul 03 01:09:36 GMT+00:00 2007, Uncontrolled Copy, (c) BSI prEN 15695-2:2007 (E) 4 Introduction When operating agricultural machinery and tractors the operator may be exposed to dust and/or chemical substances (see for example the application of plant protection products or fertilisers). Cabs of agricultural tractors and self-propelled machines providing protection against these substances can respectively be used to reduce operator exposure to air contaminants generated during farming operations. In a cabin filtration system a fan draws/pushes air through an air purifying device and pressurizes the cabin with this filtered air. In some cases a re-circulation system is employed to filter the internal air in the cab by re-circulating the air through additional filter(s) and then past the air conditioner evaporator coil. The air flows out of the pressurized enclosure through leaks and/or a vent port. Air flow in the cab interior is ducted to distribute the filtered air around the operator providing a breathing space that is supplied with air which has contaminant levels reduced. With regard to the application of plant protection products (PPP) the operator may be exposed to risks: before the actual spraying operation (e.g. handling of PPP cans / packages, spray tank filling, sprayer adjustment); during the spraying operation (e.g. on the tractor or self-propelled sprayer with/without cab, when working at the sprayer when adjusting the sprayer in the field, removing nozzle blockages, etc.); after the spraying operation (e.g. when removal of residues, sprayer cleaning, service and maintenance operations). The operator exposure may be caused by dermal and respiratory contact with the PPP. In general, the dermal contact may be seen as the main problem. The different situations also show that different parties are involved (PPP manufacturer, operator, (mounted, trailed and self-propelled) sprayer manufacturer, tractor manufacturer) and are forced to contribute to the risk reduction. With regard to the wide range of available PPP, the different potential risks and the expertise of the PPP manufacturer who is the only one knowing exactly the product respectively the potential risks it is very essential that the necessary protective measures are specified on the PPP label and observed by the operator. Normally the following protective measures (personal protective equipment PPE) are specified on labels today: dermal exposure: gloves, overall, apron, headdress (with face protection), protective goggles; respiratory exposure: filtering half masks. The objective of this document is to improve the operator protection during spraying operations by using the protective function of the cab of self-propelled sprayers and tractors in case of mounted or trailed sprayers. For this purpose this document specifies cab categories, performance requirements, test procedures and the operator information to be provided. However, with regard to the different risk situations it shall be noted that additional measures related to sprayers and PPP shall be considered to improve or to complete the operator protection, for example providing means for the storage of used PPE outside the cab, development of sensors to detect hazardous substances in cabs. To allow and to ensure the protection by cabs the cab, respectively the corresponding cab category, shall be accepted and shown on the PPP label (otherwise the operator will still be forced to use the specified PPE). In Licensed Copy: London South Bank University, London South Bank University, Tue Jul 03 01:09:36 GMT+00:00 2007, Uncontrolled Copy, (c) BSI prEN 15695-2:2007 (E) 5 addition, the cab performance shall be maintained during the life time. Therefore, the intended regular inspection of sprayers in use should include the inspection of cabs. Noting this, this document shall consider the different types of tractors and machinery and their intended use as well as the responsibilities and expertise of all involved parties. Therefore, this document shall satisfy especially the following conditions: to distinguish which requirements shall be mandatory for all types of tractors and machinery and additional requirements to provide protection in case of special situations; therefore, appropriate information about the performance of the tractor / machine shall be provided to the operator/farmer; to ensure a high level of occupational safety by specifying performance based requirements corresponding to the state of art and allowing technical progress; to consider the wide range substances and the decision of the operator which substance/product is applied; to use the expertise of manufacturers of PPP, fertilisers and filters (air purification devices) to ensure the appropriate protection; to consider specific implement features (for example supplementary controls); to allow the use of and compatibility with available filters; to use available specifications and standards; not to reduce the operator protection against other hazards. It should be understood that the work on the protection against hazardous substances shall be continued to consider the responsibilities of all involved parties and additional action
