These forces can be safety related especially in S-shaped curves with small radii. The establishment of this document was based on existing rules, practices and procedures in order to define acceptance criteria ensuring a safe operation under such operating conditions. The following principles are applied: 1) The railway system requires comprehensive technical rules in order to ensure an acceptable interaction of vehicle and track. 2) Due to the numerous national and international regulations new railway vehicles are tested and homologated before putting them into service. In addition, existing acceptance is checked when operating conditions are extended. 3) In view of the significance of international traffic, the standardisation of existing regulations is required. In some cases, additional rules are required as well. An update of existing regulations is also needed due to the considerable progress achieved in the field of railway-specific methods for measuring, evaluation and data processing. 4) It is of particular importance that the existing level of safety and reliability is not compromised even when changes in design and operating practices are demanded. This document is derived in essential parts from UIC 530-2 which is based on practical tests performed in ERRI-B12. Practical experiences have shown that due to the low probability of superimposition of the most unfavourable conditions a sufficient safety level is achieved by using limits for the minimum sustainable longitudinal force in a 150-m-S-shaped curve of 200 kN for two-axle wagons and 240 kN for wagons with two two-axle bogies. Under extreme conditions higher longitudinal forces may occur in freight trains without necessarily causing derailments: ORE-B12, RP.58 recommends that freight trains are operated in such a way that longitudinal forces of 300 kN are not exceeded. The limits of the assessment quantities are related to the running safety of the vehicle under longitudinal compressive forces. The torsional stiffness of the car body ct* is a significant parameter for the sustainable longitudinal compressive force as well as for the safety against derailment in twisted tracks as defined in EN 14363:2005, 4.1. For this reason a description of a measuring procedure for this parameter is included in this document. Furthermore for defined standard freight wagons the possibility of a dispensation from derailment tests according to EN 14363:2005, 4.1 is defined based on already published calculated results in the diagram collection of UIC 530-2. Based on investigations documented in ORE-B12, Rp. 40, 69 and 70 design-parameter fields for dispensation of propelling tests are tabled. To assess the possibility of dispensation from propelling tests with wagons with two 2-axle bogies equipped with side buffers and screw coupler use is made of the diagrams indicating the possibility of achieving coupling with automatic couplers. Variations from the conditions specified in this document are allowed as specified by article 7.1 of directive 91/440 EC. For national or multilateral operations the infrastructure managers concerned may authorize variations to the defined conditions. This document applies to the following types of freight wagons: Wagons equipped with side buffers and screw couplers at their ends; Permanently coupled units with side buffers and screw couplers at their ends and between the vehicles; Permanently coupled units with side buffers and screw couplers at their ends and diagonal buffers with screw couplers between the vehicles; Articulated wagons with three 2-axle bogies equipped with side buffers and screw couplers at their ends; Low-floor wagons with eight or more axles (e.g. Rolling Road wagon). NOTE A description of such vehicles is given in UIC 571-4:2004, 3.4. The following vehicles are not currently in the scope of this document: Wagons with automatic couplers; NOTE These wagons are handled in UIC 530-2. Wagons with 3-axle bogies; NOTE Due to their high tare mass and their short length these wagons were not specially investigated according to this standard in the past, because it was anticipated, that these wagons can safely sustain higher longitudinal compressive forces than other wagons. Permanently coupled units with a bar coupler between the vehicles; NOTE A working group of UIC is developing the acceptance conditions for this type of wagon. It is planned to include the regulations into this European Standard. Articulated wagons with more than three two axled bogies. Acceptance criteria and test conditions as well as conditions for the dispensation of tests are defined in this document. This document applies principally to all wagons which operate without restriction on standard gauge tracks (1 435 mm). The working group is not aware of the influence on railway systems using different gauges. The described criteria are part of the type testing of wagons which are newly developed or have had relevant design modifications. The testing and acceptance refers to the complete vehicle including the running gear.
