This was in keeping with the mission of the Institute, and the specific purpose of the conference was to dic- seminate technical information on emerging concrete technology in the Pacific rim region, and to provide technical support for a growing number of AC1 International Chapters and members. The conference was held in Hong Kong, December 2-6, 1991. More than 80 papers were published in the conference proceedings issued by AC1 as SP-128. As a follow-up of the very successful Hong Kong conference, AC1 Board of Direction approved a second international conference for 1994. The theme of the conference was High-Performance concrete and the con- ference was held in Singapore. More than 80 papers from 20 countries were received and reviewed in accordance with the policies of the American Concrete Institute, and 45 were accepted for publication as SP-149. In addition, a number of papers were selected for presentation, and for publication as supplemental papers. To all those whose submissions could not be included in the conference program, the Institute and the Confer- ence Organizing Committee extend their appreciation for their interest and hard work. Thanks are extended to the members of the review panel who met in Las Vegas, December 13-15 to review the submissions. Without their prompt review and constructive comments, it would not have been possible to publish AC1 SP-149 for distribution at the conference. The cooperation of the authors in accepting reviewers suggestions and revising their manuscripts accordingly is greatly appreciated. The help and assistance of William R. Tolley and his staff for per- forming the administration duties associated with this conference are grate- fully acknowledged. Pasko, Jr., and GJ. Frohnsdorff Svnoosi s : Sixteen agencies of the United States Federal Government have developed an interagency proposal for promoting the use of high performance concrete and other materials for use i n the Nation's Infrastructure. They are working jointly with the Civil Engineering Research Foundation (CERF) t o enlist private sector support for sponsoring a research and development program aimed at getting the materials into use. CERF i s drawing upon the technical community, such as that i n AC1 t o define the various research needs and studies which w i l l lead t o materials acceptance. Materials other than concrete are addressed i n other parts of the total program. Workshops were held i n the spring and f a l l of 1993 t o develop schedules and priorities. A tentative cost for the concrete program i s approximately $200 million over 10 years, which includes some technology transfer and which would be expected t o be matched by some private sector funding.
