    USSR STATE STANDARD GENERAL-PURPOSE DIGITAL COMPUTERS GENERAL TECHNICAL REQUIREMENTS GOST 16325-88 Official Edition USSR STATE COMMITTEE FOR STANDARDS Moscow UDC 681.32:006.354Group 61 USSR STATE STANDARD GENERAL-PURPOSE DIGITAL COMPUTERS General Technical Requirements OKP (All-Union Product Classification Code) 40 1310 GOST 16325-88 Date of Introduction 01.07.89 Failure to comply with this Standard will result in legal proceedings This Standard applies to stationary general-purpose digital computers (hereinafter referred to as computers) intended for independent operation as well as operation in data processing systems, and establishes the requirements for them. This Standard does not apply to specialized computers. The devices that are included into the computer structure shall comply with GOST 21552- 84, taking into consideration the requirements of this Standard. The terms and explanation of concepts used in this Standard are specified in Appendix 1. The premises intended for the use of computers shall comply with conditions specified in Appendix 2. 1. PURPOSE REQUIREMENTS 1.1. Requirement s for technical efficiency General-purpose computers are subdivided into classes (specified in table 1) in terms of throughput with the corresponding RAM capacity. The calculation of computer throughput is given in Appendix 3. 1.2. Depending on the class of throughput, the computer shall ensure the ability to carry out the basic functions specified in table 2. A computer designed as a part of a unified series (family) (which is defined in its statement of work) shall ensure: computer program compatibility from below upwards (from computers with lower throughput to computers with higher throughput); unified input-output interface: unified interface for power supply; unified design principles; unified data structures. GOST 16325-88 p. 3 1.4. Compatibility of computers intended for computer system building, requirements for round-the-clock and/or shift computer operation, for symbols, codes, units and data formats, shall comply with GOST 21552-84. 1.5. Requirement for software. The computer software shall comprise: an operating system (OS) and programs for extension of OS possibilities, ensuring the ability to carry out the requirements of clause 1.2 and databank building; programming means, including compilers from unified programming languages; test software; general-purpose application programs. 2. RELIABILITY REQUIREMENTS 2.1. The computer reliability indicators and their numerical values shall be specified in the statement of work and specifications from those specified in this Section. The procedure for specifying the numerical values for the computer reliability indicators is specified in Appendix 4. 2.2. The values of reliability indicators (except for the average shelf life) shall be specified for normal climatic operating conditions. 2.3. The values of mean time to failure (Tf) * shall not be less than 750 hrs from 01.07.89, 1 000 hrs from 01.01.91, and 2 000 hrs from 01.01.93, for computers of classes 3 to 5; 500 hrs from 01.07.89 for computers of class 6. 2.4. The values of mean time to malfunction (Tm) shall be specified in the statement of work and the specifications for a specific computer. N otes to clauses 2.3 and 2.4: 1. Switching the failed technical facility of the computer onto a facility of the same type or a computer facility of another type that may be used to solve the task shall not be considered as a computer failure. If this switching requires a complete or partial repetition of the task or testing (which caused the malfunction of the basic facility), it shall be considered as a computer failure. 2. Failures and malfunctions caused by imperfections of data carriers, effect of environmental factors not specified in the specifications, violation by the attending personnel of the requirements specified in the operating documentation, as well as dependent failures and malfunctions, shall not be considered as computer failures and malfunctions. 3. An events (malfunctions) eliminated by hardware-software means automatically shall not be considered as computer malfunctions. 2.5. The values of mean time of restoring the operating state (Tr) shall be specified using the following series: 0.25; 0.50; 0.75; 1.00. _ * For computers (and their modifications) whose statement of work has been approved before the specified time, the values shall not be less than those specified in the statement of work or in the specifications for specific computers (modifications). p. 4 GOST 16325-88 2.6. The average service life of the computer (Tser.av) shall not be less than 10 years. The average service life of the computer shall be established taking into consideration the reconditioning of its components whose average service life is less than 10 years. 2.7. The factor of technical use (Kt.u)* shall not be less than 0.95. The value of Kt.u shall be established taking into consideration the following: round-the-clock operation of the computer during one year; the presence of spare parts, tools and accessories for autonomous maintenance service. 2.8. The average shelf life for the computer (before commissioning) (Tsh.av) shall not be less than nine months. 2.9. The readiness factor (Kr) and its values shall be established in addition to basic indicators in justified cases by agreement with the customer. 2.10. Programs for ensuring reliability shall be developed for the stages of development, manufacturing and operation in accordance with GOST 21552-84. 3. REQUIREMENTS FOR RESISTANCE TO ENVIRONMENTAL FACTORS 3.1. Depending on stability to the effects of environmental climatic factors during operation, computers shall comply with group 1 or 2 in accordance with GOST 21552-84. Normal climatic operating conditions for computers shall comply with GOST 21552-84. 3.2. The value of temperature inside the computer devices and built-in devices shall comply with GOST 21552-84. Where technically justified, other values of excess air temperature inside the devices may be specified in the statement of work and/or the specifications taking into consideration permissible conditions for the used accessories and materials. 3.3. Requirements for computer transportation endurance inside the packaged shall comply with GOST 21552-84. 4. REQUIREMENT FOR ERGONOMICS, TECHNICAL AESTHETICS AND SAFETY 4.1. The requirement for ergonomics, technical aesthetics and safety shall comply with GOST 21552-84. _ * For computers (and their modifications) whose statement of work has been approved before 01.07.89, the values shall not be less than those specified in the statement of work or in the specifications for specific computers (modifications). GOST 16325-88 p. 5 5. REQUIREMENTS FOR MAINTENANCE AND REPAIR 5.1. Concerning the possibility of repair and reconditioning, the computer shall be developed as a repairable and restorable article for which the running repair only shall be carried out. 5.2. The computer shall be developed for an autonomous and/or centralized maintenance service. The type of service shall be specified in the statement of work for the computer development. When centralized service, the decrease of Kt.u (caused by idle time of the computer for organizational reasons due to malfunction) is allowed by not more than 10 % of the value specified in the statement of work or in the specifications. 6. REQUIREMENTS FOR STANDARTIZATION AND UNIFICATION 6.1. Indicators of standardization and unification level shall be specified in the statement of work for a specific computer. 7. DESIGN REQUIREMENTS 7.1. The computers shall be designed using block-modular principles. 7.2. The computer design shall ensure convenience of maintenance, access to all replaceable or adjustable elements, possibility of repair and exclusion of the unauthorized access possibility if it is specified in the statement of work. 7.3. Key dimensions of basic computer blocks shall comply with GOST 25122-82. If necessary, overall dimensions and the mass of non-separable computer components shall be specified in the statement of work for the computer development. 7.4. The values of the computer specific mass (the ratio of the article mass to the value of one or several key purpose indicators) and specific energy consumption (the ratio of the computer power consumption to the value of one or several key purpose indicators) shall be specified in the specifications for a specific computer. 7.5. The computer design shall ensure its working capacity When using units, elements, materials and data carriers complying with the requirements of the specifications and technical documentation. Units whose remaining shelf life and/or service life is not less than the computer, shelf life and service life shall be used in serially produced computers. 7.6. The computers shall have software-hardware control means ensuring the possibility of malfunction detection and localization. The level of malfunction localization shall be specified in the statement of work for the computer development. -,-,- p. 6 GOST 16325-88 7.7. The interchangeability of replaceable computer units of the same type shall be ensured. 7.8. The computer boot-up shall not exceed 30 minutes. N ote. The criteria of the computer boot-up shall be specified in the specifications for a specific computer. 7.9. The computer equipment shall have special connecting elements for grounding. The value of transition contact resistance between the grounding elements of the equipment shall be not more than: 0.6 m - in the places of direct connection of the elements to one another; 2 m (total) for transition resistance of contacts and conductors in the grounding circuit of the equipment. 7.10. The requirements for the separation of circuit and protective grounding shall be specified in the statement of work and the specifications for a specific computer if necessary. 7.11. The requirements for control and tuning elements, the power supply, electric strength and resistance of the insulation, the requirements for the absence of computer damage in cases of switching on and off the power supply, shall comply with GOST 21552- 84. 7.12. The complete set and the possibility of development of the computer structure shall be specified in the specifications for a specific computer. 7.13. The computer complete set shall include software with the program operating documentation in accordance with GOST 19.101-77. The software structure and order shall be specified in the specifications for a specific computer. 7.14. Spare parts, tools and accessories in accordance with the corresponding register shall be included into the computer complete set. 7.15. The computer complete set shall include the operating documentation in accordance with GOST 2.601-68. 7.16. The structure of the computer service equipment and measurement facility shall be specified in the specifications for a specific computer. 8. REQUIREMENTS FOR RADIOELECTRONIC SHIELDING 8.1. Values of voltage (U) and electric field strength (E) of industrial radio noise generated during the operation of computers intended for use in residential buildings or connected to their electrical networks shall not exceed the values specified in the diagrams (figs. 1 and 2). MARKING, PACKING, TRANSPORTATION AND STORAGE 9.1. Marking, packing, transportation and storage of computers shall comply with GOST 21552-84. 9.2. The data carriers and software shall be stored in the conditions specified in the standards or specifications for them. 9.3. The period of computer storage without re-preservation shall be 9 months. 9.4. During transportation, the package with the equipment shall be fastened to the body (platform) of the vehicle, which shall be specified in the operating documentation and specifications. -,-,- GOST 16325-88 p. 9 APPENDIX 1 (Reference) TERMS AND EXPLANATIONS Table 4 TermExplanation 1.
