Revision of Marking Requirements for Detachable Power-Supply Cords COMMENTS DUE: October 20,2003 The attached comment matrix provides the comment dispositions from the canvass of the proposal bulletin dated March 25, 2003. The ballots were due to the Secretary by May 27, 2003. The matrix contains all of the comments that were received. The effective dates are the same as stated in the proposal bulletin dated March 25, 2003 unless noted otherwise. If you wish to change your vote in light of the dispositions/actions or the proposed changes, please respond to us in writing by October 20, 2003. If we do not hear from you by this date, your original vote will be maintained. UL has determined that consensus has been achieved regarding the ANSI approval of the proposed revisions to UL 817. Paragraph I Text Reference Section 52A Zomment or Comment Summary 3n the Padded blade issue, I am in general 3greement with the proposal but have serious joubts about the brass issue. This proposal joes not address the considerable comments I nade about the 70/30 brass verification -egarding stress corrosion cracking. As far as I mow, the ad-hoc committee has not come to my conclusion as of yet. Furthermore, it was suggested that the copper content can go as low 3s 63%. This is out of the question. Since this ssue has not been concluded, I must vote NO ln this as well. If the issue of the brass can be ïnalized, with acceptable results, I could change ny vote to a yes. It is a shame that this very 3ood and well intentioned proposal is bogged jown in the old brass issue. UL must come to grips with the inherent danger in testing. Most esting has a danger component to it, as it is Nith Stress Corrosion Cracking testing. We have leen looking for a substitute test for over 4 ears now with none in sight. Could not UL simply have the correct equipment and lersonnel to conduct these tests? ActionlDisposition Disagree No action required. UL's Ad Hoc Committee for 1659/817 Attachment Plug Blade Composition has met and resolved the issues previously identified concerning the composition of brass blades. As detemined at the meeting, even 70/30 brass is subject to stress corrosion cracking and therefore it was agreed to discard stress corrosion cracking as a qualification test for brass blades. It was agreed that UL would use ASTM 478 (Standard Test Methods for Chemical Analysis of Copper Alloys), paragraphs 9 - 15 (electrolytic deposition) as the benchmark or referee method. For follow-up analysis on a quarterly basis, it was agreed that UL would use a method incorporating acid digestion and subsequent analysis by Atomic Absorption Spectrometry (AAS). A proposal is planned for UL 1659, the Standard for Attachment Plug Blades for Use in Cord Sets and Power-Supply Cords, therefore, no brass specification will be necessary for UL 817. 2. As this is not an issue for a power-supply cord employing flexible cord rated equal to or greater than the attachment plug, the proposal has been revised to include an exception to the required marked rating accordingly.
