2、NSI Ballot of Proposed Requirements for the Seventh Edition of the Standard for Fire Tests of Window Assemblies, UL 9; Proposed Requirements for the Seventh Edition of the Standard for Fire Tests of Window Assemblies, UL 9 SUMMARY OF TOPICS This bulletin proposes the following changes in requirement
3、s: Clarification of proposal relating to heat flux measurement by indicating that radiative heat flux is being measured; clarification is a result of comments received in response to the balloting of the seventh edition of UL 9. COMMENTS DUE: November 24,2004 The attached comment matrix provides the
4、 comment dispositions from the proposal bulletin dated June 16, 2004. The ballots were due to the Project Manager by August 2, 2004. The matrix contains all of the comments that were received. The effective dates are the same as stated in the proposal bulletin dated June 16, 2004. The STP Chair assi
5、gned the responsibility for preparing responses and/or acting on the comments to the original proponent of the proposals. In the case of the June 16, 2004 ballot, the proposals were submitted by Underwriters Laboratories Inc., which is represented on the STP by Robert M. Berhinig. If you wish to cha
6、nge your vote in light of the dispositions/actions or the proposed changes, please respond to us in writing by November 24, 2004. If we do not hear from you by this date, your original vote will be maintained. UL has determined that consensus has been achieved regarding the ANSI approval of the prop
7、osed revisions to UL 9. The ballot results for topics 1, 2 and 6 are 13 Yes, O No and 3 Abstain; for topics 3, 4 and 5 the initial consensus count is 12 Yes, 1 No and 3 Abstain. Please note the proposal associated with Topic 4 has been withdrawn. If the STP concurs with the actions/dispositions, UL
8、plans to adopt the revised version of UL 9 as an ANSI standard. Anyone who has submitted an objection has the right to appeal this action on a procedural basis through ULs Appeals Process. If you wish to appeal, please respond by November 17, 2004. Please note only appeals based on procedural issues
9、 will be heard, technical issues should be resolved at the consensus body level. 17、, Fire Tests of Building Construction and Materials, and UL 1479, Fire Tests of Through-Penetration Firestops, require that no flaming occur on the unexposed surface of the test sample. Like UL 9, these test standards address the fire containment performance on non- opening building assemblies. It i
18、s acknowledged that UL IOC, Standard for Positive Pressure Fire Tests of Door Assemblies, does permit intermittent flaming, but the products evaluated by this test standard are required to be able to open and close during normal operations. OCTOBER 27,2004 Topic 3 - Flaming on unexposed surface It should also be noted that similar standards such as NFPA 257, 2000 Edition, Fire Test for Window and Glass Block Assemblies, Par. 5-1 .I .2 and ASTM
21、E 2010-99, Standard Test Method for Positive fressure Fire Tests of Window Assemblies, Par. 12.1 .I .3, state, “No flaming shall occur on the unexposed surface of the assembly”. With respect to the rationale for Topic 3 - Flaming on the unexposed surface, the rationale should not have included refer
22、ence to ”the passage of hot gasses sufficient to ignite cotton waste on the unexposed surface”. The heat flux emitted through the test assembly may be sufficient to ignite cotton waste without the presence of flaming because the unexposed surface temperatures are not limited. It is not the intent to
23、 use UL 9 as a means to create a temperature rise rating for fire windows. Standard UL 263 can be used to measure the fire resistive performance of insulated glazing.
